GENERAL a This procedure covers necessary requirement for painting of HSO Tank for Teluk Balikpapan Steam Power PLTU 2.x 110 MW, Balikpapan - Kalimantan Timur. ‘APPLICABLE ITEM ‘This procedure shall be applied to HSD Tank, APPLICABLE STANDARD AND SPECIFICATION = $SPC-SP10 (Steel Structure Painting Council: Surface Preparation Specification for Blast Cleaning) ~ SSPC-SP (Steel Structure Painting Council: Surface Preparation New Blast Cleaning white metal). ~ SSPC- SP3 ( Steel Structure Painting Council : Surface Preparation Blast Cleaning white Metal ) ~ SSPC-SP2 ( Steel Structure Painting Council: Surface Preparation Hand Tools Cleaning ) = SSPC-PA2 ( Steel Structure Painting Council : Application of Dry Film Thickness Measurement } - ASTM 03359 : American Standard Testing of Material, Testing Method for Adhesive Test ~ Costumer Specification Coating System. COATING GENERAL PRACTICES The quality of coating is much depending on the surface preparation of the area to be coated, ‘compressed air supply, relative humidity, and selection of the materials itself. ‘The supervisor must fully understand to the sequence of coating jobs, general technical practices, all of supporting required and all of safety precautions and requirements. For field or open area coating application care must be taken to wind velocity and in the certain level it might be required to put cover on coating area to minimized losses. Practically losses level may be reach up to 40%. Consult to manufacturer if required. All of coating materials is subjected to check and released by QC (inspector) before using Safety Precautions. Paint is flammable material. The supervisor must strictly pay attention to safety requirements that recommended by manufacturer and any other safety requirements form COMPANY and he must fully make sure that all of people on his team works is fully understand. In case of painting should be done in the confined space area all of supporting equipments and safety permit enter to confined space area must be provided. 4.1. COATING TO THE NEW PLATE MATERIAL Prior to apply coating to the new material surface material it must be free from mill scale & foreign materials by apply an abrasive cleaning method. For new Plate surface sand blasting method and or steel grade abrasive blasting could be used (detail of this method would be separately and part of this procedure). The surface clean level or called surface preparation shall be refer to the specification or in this case would be up to SSPC-SPE, except when specified otherwise. Surface Preparation Welds shall be blended smoothly (not flush) into the base metal by grinding. All Visible burs, scabs, weld spatter and weld flux shall be removed by grinding. All surfaces which have been subjected to grinding shall subsequently be abrasive blast cleaned prior to coating application. Sharp edges shall be rounded. All surfaces to be abrasive blasted shall first be cleaned prior of all visible cil, grease & other detrimental material upon completion of cleaning process, all surfaces shall be cleaned from dust oil free by blasted air. The surfaces shall be dry before abrasive blasting. All carbon steel and iron surfaces shall be abrasive blasted to SSPC-SP.10 except when specified otherwise. Only dry & clean Bagged abrasive shall be used. The abrasives in the pot shall be kept dry or discarded. Pickling & inhibitive solution shall not be used. Abrasive blasted surface shall be blown off with air free of oil and water just prior to coating. The compressed air supply used for blasting and coating shall be provided with oil / moisture Separator’s and traps. ‘Abrasive blasting shall be performed by experienced operator's sandblaster’s hood and ventilation equipment shall meet all local applicable code to ensure that dust is not inhaled by the operator. Dry abrasive blasting is not permitted under any of the following condition : = Relative humidity is greater than 85% ~ When it rains or is about to rain and the work is outside. = Any visible moisture is on the surface + The abrasive is wet. + _ When coating is being done or coating is drying and curing in adjacent areas. - The lighting is poor and the equipment is in imported working condition shall be determined by inspector. = Ifthe metal temperature falls below 5 degree F (3 degree C) above the dew point. In no case shall have more surface area be cleaned in one day than can be satisfactorily primed prior in the same day. All cleaned surfaces shall be primed prior in the same day. All cleaned surfaces shall be primed prior to sundown on the same day it was cleaned, if any flash rusting accurse. The Affected surfaced must be abrasive blast cleaned again in accordance with this procedure. If the entire surface cannot be blasted in one day, a 6 (six) -inch area of clean surface shall be left un-primed. When blasting operations are resumed, this 6 (six) inch. Area shall be re blasted. The correct paint material should be inspected by quality control and supervisor in charge before used and mixed and the painter. b. The application and mixing ratio shall follow the paint manufacturer's instruction specification. The painter shall perform spray test of paint to get the right ratio and inspected by quality contro! or supervisor in charge, during application of coating work should be controlled wet. Where spray coating is impractical, brush or roller painting shall be used. ‘Where spray coating is to be carried out. All adjacent areas shall be protected. Coating Applications Prior to conduct coating activities the supervisor must prepare all of painting equipments, supporting equipments required (scaffolding, etc.), and all of safety equipments. In details describe as follows: ‘a. Preparation : Prepare coating equipments & tools : coating spraying unit include spray gun, brushes, hoses, mixing paint container, cleaning solvent, wipe cloth, wire brush, scrap, compressor with air filter, painter cloth unit, etc. b._ Safety Equipments: Oxygen Mask, Fire extinguisher unit, First Aid Kit (P3K) © Permit: Safety General Permit, Daily Safety Permit, Confined Space entry permit if required. 4. Coating application: eCheck and make sure all of coating apparatus are in good conditions, tested and safe for using. Replace it if unsafe for use. Supervisor should prepare a list of equipment in use, f. Tray to run the air supply compressor to make sure that the compressor have supplied on specified pressure and thru out up to spray gun. & Check and make sure that no leakages on the hose line. h. Start to mix the paint material by using a separate mixing container. The comparison between base material and curing material and thinner should be refer to manufacturer mixing ratio recommendation. Stir up the mixing paint materials in the mixing container by manually of rotating blade equipment and make sure that it has been mixed. j. Put that mixing paint materials to inside of painting apparatus container and put its cup, closed and tighten. k. Operate the painting spray unit include the gun by open up air supply regulator for air compressor step by step and make sure that it has smooth spray line out to the spray gun. Clean up all of coating apparatus by using solvent cleaner at the time soonest when tthe day end of finish the job. 4.1.3. COATING TO WELDING LINE Practically coating to welding joint on number connections will be done after test or other test required has been done completely. itis necessary to apply brush cleaning instead of abrasive blasting to the area. ‘The remaining on the two ends is to have enough area on welding joint that may be have a heat transfer impact to the paint when welding process, the heat transfer may be defect to paint. The details on surface preparation requirements and painting requirements describe on the below. 4.2.1. Surface Preparation @. Sharp edges shall be rounded. b. lll surfaces to be brushed shall first be cleaned prior of all visible oil, grease & other detrimental material upon completion of cleaning process, all surfaces shall be cleaned from dust oil-free by blasted air. The surfaces shall be dry before brushed. ©. The surface preparation shall be meet to SSPC-SPE except when specified otherwise. d. In no case shall have more surface area be cleaned in one day than can be satisfactorily primed or touch-up . All cleaned surfaces shall be touch up prior in the same day. All cleaned surfaces shall be touch up prior to sundown on the same day it was cleaned. if any flash rusting accurse. The Affected surfaced must be re brushed cleaning again in accordance with this procedure. 4.2.2. Coating Requirements (Refer to item 4.1.2. on the above this procedure) 4.2.3. Coating Specification ‘As per paint manufacturer specification for touch and/or repair painting the same type could be used. 42.4. The surface preparation (if any) of course shall be meet specification or SSPC-SP6. {In practical the damages on surface of coating area may have category as follows: = Damage only on finish coat = Damage up intermediate coat ~ Damage up to base surface of the material Damage on finish coat layer can easily to repair by hand or manually brushed on the area and dry cleaned by wipe cloth and recoat may be applied directly. It is depend on area coverage to use brushing method or spraying method. ‘At second level damage on finish coat are when the damage reach to mediate layer. On this stage still easily to check and see the intermediate colour raise up and to do some repair basically same as the above damage on top layer. If damage level up to base surface of coating materials it is subjected to wire brushed carefully. In some cases may be re-blasting are required depend on damage level and coverage area or on owner request. To do re-pair on the coating area it could be treated as coating on welding line surface area as describe on 4.2 above. STEAM POWER PLANT 2 x 110 MW. TESTING AND INSPECTION On the below is coating activities that may have an inspection and witness : All of applied coating works stages subjected to check and closely monitor by QC (inspector) and record accordingly and must be documented: a. Check of Material. (S.W / RR) b. Surface Preparation Primer (S.W ) Application of Paint(F.W / RR) d. Thickness of Coating (FW) fe. Final Visual Check ( F.W) In details for frequency of testing, procedures for conducting each quality test and acceptance criteria applicable to each test method shall be refer to Inspection and Test Plan (submitted separately) HANDLING AND TRANSPORTATION = Allitems at job site should be stored on wooden as a minimum, not store them on the ground. = Soft sling shall be used to lift or move coated items SAFETY PRECAUTION The following specific precaution shall be followed: ~ Explosion proof equipment / tools to be used. ~ Smoking, sparks of any kind must be prohibited near the paint components. = Workers shall wear proper protective equipment
