Message from the Chair

Dear Resident
Our generous sponsor, Georgie Smith, proprietor of Hands on
Health Care, will talk to our 8 September meeting about our
posture, nutrition, chiropractic help and all the wonderful
things she does to keep us hale and hearty. Many of our
residents love Georgies local care and sing her praises. She
will de-stress us, regenerate us and even help us lose weight.
So please come along and get all the benefits of hearing
Georgie help us to manage ourselves. She might even get us
up and going.

I would welcome help from residents to volunteer as a

welfare contact in North Harbour. It would be wonderful to
have a couple of residents to be contact points for others
who need a helping hand, and to arrange the help they need.
This would provide a reference point for some of the elderly
or sick among us, who might need to be driven to a medical
appointment, or to have a simple handyman job done at
home, or just an occasional cup of tea. It would simply
involve having your phone number or email address listed in
our newsletter and a willingness to spend a little time to put
help in place. We would put together a list of welfare
volunteers who could assist. Please think generously about
this and contact me at rogerfreney@optusnet.com.au
As decided at the precincts July meeting, I have made
representations to our local Member of Parliament Mike
Baird and also to the Minister for Local Government asking
for their help to obtain more public information from Council
about the car park proposals and also more generally for an
outside expert to look into the governance of Council. Mike
kindly met with me and agreed to pass on my letter to the
Minister. The letter is posted on the precincts website.
Finally, its great to see North Harbour Reserve giving so
much joy to families. On winter weekends, the reserve has
been alive with families at the playground, shooting baskets,
birthday picnics and exercising. We are grateful to Manly
Council for considering improvements to the reserve,
including drinking fountains, turf improvements and parking
improvements across the road on Condamine Street.

As an extra bonus, there will be a lucky door prize of an

appointment with Georgie at Hands on Health Care. If you
have not been to a community meeting before, this is your
big chance- its fun. We meet our neighbours over
refreshments at 8.30 pm.

Update on the Councils Ambition to

Build a Car Park under Manly Oval
At last month's precinct meeting, Ian Sharp, Doug Browne
and Terry le Roux presented the results of the resident
review of the Expressions of Interest sent by companies
interesting in redeveloping the Whistler St Site in return for a
lump-sum payment to Council to defray the costs of building
a car park under the oval. The precincts' review concluded
that there was no new financial information the public
version of the EOIs and that the conclusion of our review of
the original car park stood.
Without consulting with the community, the Mayor and the
Council have made public statements to the effect that the
EOIs demonstrated that a smaller car park under the oval was
financially feasible. The views of the precinct are succinctly
summed up in the following letter submitted by a resident to
the Manly Daily, but was not published:
I am dismayed by the publicity campaign of the Mayor and
the General Manager to promote proposals for the
redevelopment of the Whistler St Site and to build a car park
"under" the oval - this promotion is at the expense of
ratepayers money. In Saturday's advert in the MD there is the
extravagant claim that "this exercise (to test the market) has
confirmed that this project is economically feasible ..... ". For
the residents, there was nothing in the version of the EOIs we
were given that would allow the residents to come to this
conclusion and we have not been provided with any of the
information on the finances of the EOIs.
The Mayor made the same claims in her blog a week ago "The (proposed projects) are feasible, bankable and can be
easily funded without the need for any long term loans. It can
only be concluded that the Mayor is making the same
irresponsible statement that the 760 space car park was
financially viable or she has been given privileged access to
information provided by developers or builders that has not
been shared with the residents.
The advert in the Manly Daily and the statements in Mayor's
blog cannot be construed as "public consultation" - they are
simply misleading, irresponsible and an abuse of process. Let
us residents come to our own view by giving us access to the
same financial information that the Mayor has had access
to. We trust our own analysis rather than the conclusions
and spin of the Mayor.
I am afraid that this new strategy of the Mayor and the GM is
undermining the assurances given by Clrs Pickering and James

Griffin that nothing will happen until and unless the public is
properly consulted and there is public acceptance of any
proposal to redevelop the Whistler St Site and replace it with
a new car park "under" the oval.
