Planning Authority
Planning Update

I am keen to meet with you and I will be setting up


regular workshops over the coming months.

OPDC is the planning authority for the OPDC Area


which means they create a Local Plan and planning
policy documents, and approve or refuse planning
applications. (There are some parts of the area where
planning applications are determined by the relevant
Borough).

Please do drop me a message or give me a call if you


have a question or idea for how we can find ways
for local people, organisations and businesses to get
involved. Tell your friend, family and work colleagues to
get involved.

OPDC Planning Committee and Board have reviewed


our Local Development Scheme (LDS); this is the
timetable for the planning authority, setting out what
documents will be developed and when. Our LDS can be
found in the Planning Policy section of our webpages.

The Development Corporation has been in existence


just 21 weeks! We have just started making permanent
appointments to the team including Victoria Hills as
Chief Executive Officer and Mick Mulhern as Director
of Planning. As we ramp up our efforts to involve local
residents and businesses in this important project, I will
be joined by other officers.

Many of you will have given comments on the Mayors


draft Opportunity Area Planning Framework (OAPF)

What is OPDC?
Our purpose is to use a once-in-a-lifetime
opportunity from investment in rail and transport
in the area to create a new thriving community
in north-west London, delivering much needed
homes and jobs
We have been set up by the Mayor and are directly
accountable to Londoners We are also overseen by
a Board
We are also the Local Planning Authority we will
create a Local Plan and policy documents

Old Oak & Park Royal OAPF when adopted this


document will be additional guidance alongside the
London Plan which sets out a vision for the area and
guidance for planning development.

The proposed changes (pages 195-352) which were


made as a result of comments we received, were
shared with OPDC Planning Committee and Board.
They have agreed the changes which will be made over
the next few months.

The final OAPF is likely to be adopted by the Mayor in


October.

HS2 Update

Once adopted, the OAPF will be used to determine


planning applications alongside the London Plan and,
while the OPDC Local Plan is in development, we will
use the boroughs local planning documents.
The OAPF provides supplementary guidance to the
London Plan, while the OPDC Local Plan will provide
detailed policies. This will be developed over the next
18 months and we are very keen for local people to be

OPDC wants local residents and businesses to get involved in shaping the future Old Oak and Park Royal.

We have drafted a Community Charter which sets


how we can make sure this happens.
As the Local Planning Authority, we want to ensure
that people can have their say on the creation of the
Local Plan, planning policy and on planning applications. We have drafted a Statement of Community
Involvement (SCI) which outlines the different points
at which documents and proposals will be consulted
and ways in which people can find out about consultations and get involved.
Both these draft documents were reviewed by the
OPDC Planning Committee and Board and subject to
a few changes they will now go out for consultation
until 5pm on 14th October. The documents, along
with a one-page summary, can be viewed on our
website here, and hard copies will be made available
next week at:

Some of you will be aware that the High Speed 2 rail


line proposals are progressing through parliament and
you may have been submitted a petition to ask for
changes to the scheme.
Transport for London (TfL) on behalf of Greater London Authority (GLA) and OPDC were ready to present
evidence about our requested changed to the HS2
Select Committee on 1st July in the last few hours
before the scheduled appearance, HS2 agreed in
principle to some of the requests. Information about
what has been agreed will be published once the legal
agreements are finalised.
Also, HS2 Ltd has made changes to their proposals
and released information about the associated environmental impacts. Each time changes are made there
is a new period of petitioning. GLA with OPDC, and
TfL submitted new petitions which will be published
on the parliament website soon. We will be touch
over the coming months to support people who also
requested changes and will be presenting to the HS2
Select Committee.

Are you a local expert on the history of Park


Royal?
Following a successful series of tours as part of London
Festival of Architecture, our colleagues at Greater
London Authority (GLA) are compiling a series of
leaflets on different industrial areas across London
and are looking to interview a local historian or expert
on the history of Park Royal. If you are that expert or
know of one, please do get in touch.
