1.) APECOs top priority was to create renewable energy. So they built solar
panels for solar power and Wind turbines for wind energy. These made
easier access to energy and no depletion of energy for easier life and
efficient for buildings and other machines since most native households of
Baler had difficult access to water supply.
2.) Some of what APECO built is the PAGASA weather station. They built
the weather station in response to the storms in Baler. With the weather
station in place, the Local Government Unit (LGU) of Baler can now give
real time reports on the weather of Baler and to give warning to the
residents if theres a danger on the coming storm. The weather station is
surrounded by the Sierra Madre Mountain which gave it a natural
protection against storms.
3.) The development will bring renewable energy from solar panels (solar
energy), wind turbines (wind energy) to power up the weather station and
of course the buildings. And the docking bay will be able to hold large
cargo ships for efficient economic processes from local and foreign
companies. And a 25km airstrip as an alternative route for air cargo. And
for foreign investments to continue the further development of
future/work in progress projects to improve Balers infrastructure for
public affairs.
4.) The development promises to bring economic progress with resorts, an
airport, factories and a friendly eco zone for tourists. And easier access of
energy for the natives.
5.) Local/foreign companies by accessing docks and airports to allow travel
of the desired destination
6.) APECO can make life easier for the natives to access energy and water
since native households had difficult access to water. And the weather
station can tell whether theres a storm coming or not and to alert the
natives to get to safety. Although the problem is, the natives did not
appreciate APECO, because the construction of infrastructure led to farm
crops and native houses being demolished crippling their livelihood.
Since the way of progress for the natives is their cultural livelihood, they

now have no means of progress and they dont appreciate APECOs way
of progress.
