For the conductance of electricity through chemical substances
there must be free ions, and HCl gas do not have any free ions,
though when it is in water it is in its ionic form and conducts
electricity.

Why can a solution of hydrochloric acid conduct

1. Pure hydrogen chloride is a covalent bond molecule. There are no ions and therefore can't conduct
electricity.
2. HCl, when aqueous, has ions and it is these ions that conduct electricity.
