From cell level analysis, cells with low CS Inter-RAT Handover Preparation
Success Rate were all swapped from RNC321 to RNC324 on Apr 5. And the failed
reason was OTHER, that meant no corresponding counter:

By the IOS trace, the failures happened when RNC received a RELOCATION

PREPARATION FAILURE message after sending CN a RELOCATION REQUIRED

message. And the failed reason was semantic-error:

And after farther investigation we knew that after swap, the MSCs Destination
Signaling Point (DSP) was different from before:

Based on the analysis above, we doubted the new RNC connected to a new MSC
after swap, and the parameters corresponding to neighboring GSM cells, like GSM
LAC and GSM Cell ID, were not configured on the new MSC.
With the MSCs parameters checked, the doubt above was confirmed.
Process

The GSM cells information was added on the new MSC on Apr 10, the CS InterRAT Handover Preparation Success Rate turned back to normal.

Suggestion
and summary

1) For the swap issue, we should focus on all the changed information;
2) For inter-rat handover, we should be familiar with full signaling flow.
