About the Quota Scheme


The Quota Scheme is a funding scheme offered
by the Norwegian Government to students from
developing countries and countries in Central
and Eastern Europe and Central Asia.
The objective of the Quota Scheme is to
provide relevant education that will benet the students home countries when
they return. The Quota Scheme also promotes the internationalisation of higher
education in Norway.

The scheme provides funding for 1,100


students and places are lled each year.
Higher education institutions in Norway
are responsible for the selection and
admission of students, and The Norwegian State Educational Loan Fund is
responsible for the funding.

What to study?
Support may be given for students studying at Bachelors, Masters and PhD
level. The duration of the stay in Norway
is usually one year minimum, and should
not exceed four years in total. Students
who enter courses taught in Norwegian

are entitled to nancial support for one


additional academic year of preparatory
Norwegian language studies. Please contact the institutions for more information
about the available study programmes.

Who may apply?


The applicants should come from universities/university colleges with formal collaboration agreements with Norwegian
institutions. However, exceptions may be
made in special cases for students who
otherwise meet the requirements. All
applicants must be at least 18 years old.

800 of the loans and grants are reserved
for students from developing countries
and 300 for students from countries in
Central and Eastern Europe and Central
Asia. The complete list of eligible countries can be found at www.siu.no.

What does the funding scheme cover?


The Quota students receive nancial support through the Norwegian State Educational Loan Fund, on mainly the same
conditions as Norwegian students.
Funding is given as grants and loans, but
their educational loan will be remitted
when the students return to their home
country to take up permanent residence
there after completion or termination of
their education. If the students do not
return to their country of origin, the loan
must be repaid according to the ordinary
procedures applicable to Norwegian students.

Students may apply for nancial support


for travel expenses (xed prices) to Norway, and for one annual visit home if the
educational programme lasts more than
one year. Financial support for eld work
may also be granted.
Students returning home within three
months after nishing the course are
entitled to travel support from the Norwegian State Educational Loan Fund.
