EARLY HISTORY
Built on land of a former slave that was sold to the
state of West Virginia and then granted to establish
West Virginia Colored Institute after the Morill Act of
1890, becoming a Land-Grant institution.
Morill Acts
An original act that was set up to establish
institutions in each state to educate Americans, was
amended in 1890 to allow blacks to receive an
education during segregation.
PURPOSE
The purpose of WVSU was originally
designed to educate Americans in the
following areas:
Agriculture
Mechanical Arts
Military Tactics
Classical Studies
FINANCE
WVSU was originally backed with funds from both the
State and Federal governments.
In 1957, WV State Board of Education voted to cease
State funding for the institution.
Thus, their Land-Grant status and funding was
consequently removed and given to West Virginia
University.
The Federal aid received as part of the Land-Grant Act
is contingent upon matching funds from the state level.
LEADERSHIP
In 1987, Dr. Hazo W. Carter, Jr was
named the 9th President of the
institution.
Under the great leadership of Dr.
Carter Jr, West Virginia State College
was able to regain its 1890 Land-Grant
status, along the federal funds to
continue the mission of educating
students, and gaining University
status.

CONTROVERSY
In August, 2011 the faculty voted on former
President, Dr Hazo W. Carter, Jrs ability to lead
the University.
The majority (67 to 19) voted no confidence in
Leadership
After recommendation from the WVSU Board of
Governors, the WV Higher Education Policy
Commission decided to amend Carters contract.
