    For Iu mode Inter-SGSN RAU request times, The "ROUTING AREA UPDATE
    REQUEST" message is received from MS, of times both the old RA and the new RA
    belong to different SGSNs. The position of measurement point is shown as follows:

    According GTAC suggestion, we could run the command LST IUPAGING to check if
    there have some RA missing, and use the add IUPAGING to add the missing RA.
    Then could decrease the inter-SGSN RAU request times.
