While BCA tries to highlight the major points of submission requirements, BCA cannot
take into account all the special cases in other regulatory agencies as well as the
changing technology. Updated versions will continue to be issued to address and
incorporate on-going feedback in an open, collaborative process. All readers of this
provisional guide are encouraged to submit feedback to BCA CORENET.

1. Introduction
1.1. Purpose of Document
The objective of this Document is to assist qualified persons (QPs) in developing
BIM models to meet new requirements of Building Information Model (BIM)
submission. It describes the requirements and guidance for creating BIM with
specific object types, associated properties and presentation format to the following
regulatory agencies for visual processing:
a. Building and Construction Authority (BCA)
b. Urban Redevelopment Authority (URA)
c.

National Environment Agency (NEA)

d. Public Utility Board (PUB)


e. Fire Safety and Shelter Department (FSSD)
f.

National Parks Board (NParks)

g. Land Transport Authority (LTA)


h. Housing and Development Board (HDB)
i.

JTC Corporation

Note: The respective regulatory agency reserves the right to reject and request
for necessary correction of any required deliverables or formats that do
not meet the requirements.

1.2. Scope
This submission guideline contains a list of requirements written in a concise form to
guide QPs in preparing BIM submission to the above mentioned regulatory
agencies. It is by no means an exhaustive list of requirements of the building works
which must be complied with when making a building plan or planning submission.
The items in this Standard Guideline may also be amended or revoked when new
written laws come into force. For more information or enquiries on the specific
submission requirements, please consult the appropriate regulatory agency above.
CAD vendors and retailers have developed their own application dependent user
manuals. These user manuals should be read carefully as this Document cannot
take into account all the special features of individual BIM application. For any
submission requirements mentioned in the Appendices that require customisations
to a certain extent, QPs are also advised to make reference to the training materials
distributed or to consult the respective software vendor for any enquiries on the
application. If there are contradictions between this submission guideline and
vendors instructions, BCA BIM team shall be contacted for clarification.

2. General Requirements
2.1. Deliverable Format
QPs are required to submit BIM saved in the file format, as summarised in Table 1,
upon submission to each of the above mentioned regulatory agencies.
Note: All BIM e-submission through CORENET e-Submission System is
limited to not more than 100MB per file per submission. If the file size is
larger than 100MB, QPs are requested to deliver in CD-ROM to the
respective agency.

All drawing views below should be compiled in a single DWF/PDF file. Refer to
Appendix C for detailed steps in publishing to DWF/PDF.

for specific requirements from each regulatory agency); and
b. A 3D model.

These are based on the IFC certified BIM applications that are commonly used by the local industry and are
prepared for BIM submission to-date by going through a series of pilot runs with the authority. The accepted file
format may be expanded when new BIM vendor(s) has met the requirements and ready for local BIM submission.

2.2. Model Scale


All 3D CAD models or BIM submitted for approval have to be drawn in real size as
built (1:1) in metric scale.

2.3. Model Orientation and Site Configuration


The site, building model or its adjacent buildings should be drawn in the real
orientation or spatial coordinate system and with reference to Singapore Standard
Datum (>100M), rather than project reference level at zero ground.

2.4. Standard Naming of File and Drawing Views


File naming convention below (as modified from SS CP83 Part 3) should be used
for all project files submitted:

2.5. Annotations and Dimensions


Except for 3D model view, all other submitted views such as plans, elevations and
sections should be indicated clearly with the necessary annotations, dimensions,
scalebar and north point, as specified by the respective regulatory agency in
Appendix A. Within each of the model view, QPs are also required to include the
related name of view, as shown in Figure 2.

2.6. Last Saved Model or Last Saved View

Checking and approval from the regulatory agencies is based on the Last Saved
Model, together with the Last Saved View of site plans, floor plans, elevations and
sections submitted. Therefore, QPs are to ensure that the following items are
checked upon submission:
a. Maximum extent is saved for each drawing view;
b. No hidden objects or annotations;
c.

Any link (3D model or BIM saved in other file) that is considered part of
the submission is bind as a single integrated BIM;

d. All other external references, irrelevant drawing layers, objects,


annotations, draft work and construction lines, which are not part of the
constructed building elements, are to be removed or purged upon
submission; and
e. No propriety fonts are used for annotations and all the fonts should be
legible; and
f.

All objects and annotation in each phase were displayed in the last saved
view.

2.7. Model for Addition and Alteration Works/ Re-submission


(URA)/ Amendments
The same BIM model (with changes incorporated to comply with the requirements)
should be used in resubmission (i.e. no shifting of spatial coordinate system in the
re-submitted model). The revised submission should be indicated clearly in the
name of BIM file submitted, following the format at Section 2.4.

For any plan of alteration or addition to an existing building, or, re-submission for
regulatory approval, all the building objects or elements should be demarcated
clearly by colours in Table 4 (in accordance with SS CP83 Part 5):

Any building works which are to be deleted, removed or demolished must be shown
in dotted lines on the plans and presented in a manner that can be easily identified
or distinguished, as shown in Figure 3.

QPs should include a complete set of all related model views (plans, elevations,
sections and 3D views) in every submission, including the re-submission of
amendments. For any model view which contains NO amendments, a box indicating
that this is For Reference ONLY shall be placed on the top right corner of the
model view, and all its building objects or elements shall be demarcated with CYAN
colour, as shown in Figure 4.

3. High-Level Modelling Requirements (Optional)


BIM is typically defined by a hierarchy of objects that contain the most intelligence to
catalog the physical and characteristics of design and construction. The 3D modelling as
practiced in the industry today normally contains only the 3D geometric objects, which
comprises the foundation of BIM, but lacking in a wide array of information associated
with each of these building elements and systems. For instance, walls are created using
the applications Wall Tool, slabs using the Slab tool, and so on.

This section is not intended to prescribe a step-by-step method to create 3D BIM, but to
highlight best practices in creating 3D BIM enriched with information of objects or building
elements.

3.1. BIM Objects and Properties


In BIM environment, there are a few items that QPs should understand and are
advised to follow:
a. Objects and elements should be created using the designated toolset in
BIM application. For example, Slab tool should be used to draw floor
slabs only, but not the walls and columns. In cases where such tools are
not available, or they are limited in some way (e.g. some applications
cannot create sloped beam), the QPs should create a generic object that
can be assigned the correct Building Element type. The ability of BIM
applications to manage components and spaces with complex geometric
shapes varies, thus QPs are advised to work with their vendors to
understand the limitation and workaround, if any;
b. For a multi-storey building, the objects and building elements, such as
wall and column, should be split into level and drawn on floor-by-floor
basis. These elements should not span more than one storey and should
be trimmed to the bottom surface of the elements above (e.g. beam,
ceiling, floor slab, etc);
c.

Objects are defined by their own properties or attributes. For example,


wall objects must include the interior and exterior property. Most BIM
applications will incorporate this, either as shared parameters or add-on
module, which may require the QPs to set the property value in some
cases. Please refer to respective vendors documentation for instructions
on how this property is set; and

d. In some BIM applications, certain properties of objects and building


elements are set using layers. For instance, separation between exterior

and interior walls is done using layers. QPs are encouraged to consult
their respective BIM vendor about drawing layer strategies that will
support drawing production and the BIM requirements outlined in this
submission guideline, and if or how these can impact the object
properties.
Note: This section only applies to any BIM applications that use layers
as the primary mechanism for filtering and structuring content.

3.2. Spaces and Zones


Space is also a 3D object in BIM and normally represented in plan drawing view
with a room tag (Figure 5), while several spaces of similar function can be grouped
to form a zone. QPs are advised to follow the best practice recommended below:
a. The space is typically defined by the inside faces of its bound building
elements (e.g. walls, floors and ceilings). To align with the outer face of
the exterior walls (in accordance with URA requirements for GFA
calculation), QPs have to define the external boundary lines of either the
rooms or unenclosed spaces (e.g. balconies and terraces), using the
special tools provided by the BIM applications. QPs should consult the
vendors to learn the recommended method for creating space objects;
and
Note: QPs must ensure that space object geometry is updated to
maintain its alignment with the surrounding walls, floors or
ceilings, if these space-bounding elements are moved.
b. Spaces should be defined and modelled with a vertical extent from the
finished floor to the finished ceiling. If the spaces (e.g. balcony and
terrace) are unbounded by physical elements, the height should be set
equal to the height of adjacent spaces at the same building floor.
Note: A typical modelling error is to model the spaces with zero
height.

Appendix A Specific Submission Requirements


A-1 BCA Submission Requirements
1. Building Plan (BP)
1.1. All Floor Plan Views
All floor plans (inclusive of site plan) should have the structural grid lines and
dimensions to show the total length or width of the building, as well as the distance
between structural columns. The boundary lines verged in RED should also be
included as shown in Figure 5.

1.2. Site Plan View


In specific, site plan shall show the following (also shown in Figure 5):

1.2.1. Building Outline


The outline of building to be erected/ building in which works are to be
carried out.

1.2.2. Road Names


Names of the adjacent roads and streets should be included.

1.2.3. Town Subdivision, Mukim and Lot Numbers


The site plan shall annotate the number of lot and adjoining lots and the
Mukim or Town Subdivision number of the lot.

1.2.4. Dimensions
There shall be indication of building setback and distance between the new
building to be erected or the building works to be carried out and its
adjacent lot boundary.

1.2.5. Ingress and Egress to the Site

1.3. Floor Plan View


In specific, the floor plan shall show the following:

1.3.1. Platform Level


Floor plans shall include the indication of drop or different leveling at the
rooms or spaces (as shown in Figure 6).

1.3.2. Rooms Tag


Space objects are normally represented in plan drawing view with a room
tag, depending on the tools available in each BIM application. As shown in
Figure 6, each room should be tagged with clear annotation of:
a. the purpose of each room or space in the building;
b. the space to be air-conditioned or mechanically ventilated;
c.

the toilet or parking lots for disabled people; and

d. the location of equipment, plant room and water tank room.

1.4. All Elevation and Section Views


As shown in Figure 7 & 8, the elevation and section line(s) or marker(s) shall be
displayed on the floor plans. Every elevation or section view, whichever is relevant,
shall show the following:

a. floor-to-floor height;
b. maximum building height in AMSL (Above Mean Sea Level);
c. height of ceiling;
d. headroom;
e. window sills;
f. staircase railing;
g. equipments; and
h. parapet walls.

Layout views or sheets are meant as a platform to deliver only data related
information. QPs should include the following items in the layout views or sheets:

1.5.1. Title Block


As shown in Figure 9, the title block on the right hand side of the layout
sheet should contain the information of the project, such as submission
number, project information, companys profile and revision number.

1.5.2. Qualified Persons Declaration


Declarations of each qualified person (refer to the Appendix B for QPs
declaration required by each regulatory agency) from different discipline or
company should be included and created on separate layout sheets.
Note: Follow the submission template provided and it should have all the
approving stamp and declaration statements prepared for you.

A-2 URA Submission Requirements


1. General Requirements for All URA Submissions
All floor plans (inclusive of site plan) should have the structural grid lines and dimensions
to show the total length or width of the building, as well as the distance between
structural columns (Figure 5).

1.1. Site Plan View


In specific, the site plan shall show the following.
a. Cadastral based (with details of Lot Number, Lot Boundary etc) site plan
with a surrounding radius range of 10m to 50m shall be incorporated. If
this is not possible, applicants are to provide a cadastral key plan as an
insert or submit a scanned copy of cadastral key plan separately;
b. Site boundary should be indicated clearly in RED colour;
c.

All building setbacks, building outline and basement outlines shall be


indicated;

d. All building plots, and area for communal use/open space for building
coverage and communal open space calculations shall be shown as
separate plots;
e. Parcels of land for vesting such as road widening and drainage reserve
etc shall be shown as separate plots;
f.

Road reserve lines and drainage reserve lines shall be indicate clearly on
plan;

g. Existing ground levels for the subject site and adjoining sites immediately
across the common boundaries (more than 1m beyond the subject site) &
proposed platform levels shall be indicated;
h. Retaining walls or boundary wall , if any, shall be indicated;
i.

Buffer zone provisions(Green buffer and physical buffer lines with


dimensions) and 2 m planting strip shall be indicated clearly;

j.

Access arrangement, road name text, road centre lines, road kerbs and
road categories shall be indicated clearly; and

k.

Plot boundaries and plot numbers of right of way/easement, parkway


reserve, if applicable, shall be indicated clearly.

1.2. Floor Plan View


In specific, the floor plan shall show the following:

Basement protrusions, if any;

d. Lines of existing ground level; and


e. Retaining walls, if any.

2. GFA Calculation Plan


Separate calculation plans/area plans and drawing views shall be provided for all the
required calculations. All calculations shall be based on the latest Handbook on Gross
Floor Area (http://www.ura.gov.sg/circulars/text/dcdgfahb_d0e4.htm).

2.1. Floor Plan View


In specific, the floor plan submitted for GFA approval shall include the following:
a. Areas Tag showing the usage and floor area of each demarcated area
that are to be included in the GFA calculation. Boundary lines of the
Areas tag shall follow the current GFA guidelines (e.g. to include the
thickness of external walls). To do this, QPs are required to define the
external boundary lines of either the areas or unenclosed spaces (e.g.
balconies and terraces), using the tools as provided by the BIM
applications (please refer to the vendors documentations on how this
can be done);

The requirements are:

A-4 FSSD Submission Requirements


1. General Requirements for All FSSD Submissions
The plans submitted under section 23 (1) of the Fire Safety Act shall consist of a location
plan, a site plan, a floor plan of each storey, a roof plan of the building and sectional and
elevational drawings of the building. All dimension and grid shall be indicated clearly on
plans.

When publishing to DWF/PDF, all plans submitted under section 23 (1) of the Fire Safety
Act shall be set to the following scales:
Note: Refer to your vendors instructions manual or Appendix C for tips in doing so.
a. Site plan 1:500;
b. Key or location plan 1:1000; and
c.

Plan of a building 1:100, except where the size of the building is too large
for the plan to be fit in the required standard size paper, the Commissioner
may allow the plan to be prepared to a scale not smaller than 1:200.

The scales and grid references shall be also indicated on all plans, sections and other
drawings.

1.1. Site Plan View


The plans shall contain or clearly identify and show in distinct colours for the
following:

1.1.1. Location Plan


a. the coloured location of the lot relative to neighbouring lots; and
b. the various roads constituting the access layout to the lot.

1.1.2. Site Plan


a. the means of access to the site and to the perimeter of each building
for fire fighting vehicles and equipment;
b. distances between each building or fire safety works and the relevant
lot boundaries, other proposed or existing buildings or installations on
the site;
c.

the location of existing and proposed internal fire-hydrants on the site;


and

d. any other feature on or in the vicinity of the site which is likely to be a


fire hazard or is likely to cause obstruction to fire fighting vehicles and
equipment and rescue operations.

1.2. Floor Plan & Roof Plan View


The plans shall contain or clearly identify and show in distinct colours for the
following:
a. all room usage shall be indicated clearly on plan;
b. schematic drawings shall be included for the fire protection system
(fire zones);
c.

location of all the fire alarm panels, control valves and breeching inlets
etc;

d. clear statements indicating the proposed or existing use of every part;


e. details of all openings and voids penetrating floors including their
usage, dimensions and the nature and arrangement of enclosing walls
and barricades;
f.

clear statements indicating the design occupant load for that storey or
roof for which means of escape in case of fire have been provided in
accordance with the Fire Code;

g. the fire resistance ratings of all elements of structure, fire doors,


shutters, dampers and such other fire safety measures;
h. details of all means of escape to the external at ground level from
every part of the floor such as exit doors, corridors, passageways,
aisles, gangways, balconies, lobbies, ramps, exit passageways,
escape and fire fighting staircases and areas of refuge;
i.

locations of all existing and proposed fire lifts, fire lift lobbies, the Fire
Command Centre, fire pumps, water tank rooms and generator rooms;

j.

locations of all areas designated for the storage of flammable liquids


or gases, boiler rooms, transformer rooms and any other area of
special risk;

k.

the types and extent of provision of fire detection and alarm systems
and voice communications systems;

l.

clear statements indicating the type and ratings of all proposed or


existing portable fire extinguishers and their locations;

m. the type and extent of provision of hydraulic hosereels, sprinklers


systems, wet and dry rising mains and other fire extinguishing systems;
and
n. the type and extent of provision of smoke control and ventilation
systems and their related air or smoke shafts.

Cross-sectional views which are necessary to fully describe all details and
configurations of the proposed building or part thereof and of the proposed fire

a. the full height of each storey and the depth of ceiling space;
b. details of all openings and voids penetrating floors including their
dimensions, usage and height of enclosing walls and barricades;
c.

details of the junction between the roof and any compartment walls;

d. the dimensions of treads and rises of staircases;


e. the dimensions of openings in external walls;
f.

the clear height of all structures or projections directly above the


access for fire fighting vehicles and equipment;

g. the clear distance of the external wall from the fire fighting vehicles
and equipment access, lot boundary, adjacent buildings and other
structures;
h. the types of materials used in and the thickness of all walls, floors,
roofs, ceilings, beams and other related parts of the building; and
i.

enlarged details of curtain walling at the junction with the typical floor
slab to show the provision of fire stopping or fire cavity barriers.

Note: Such other details, particulars or information relating to the building or fire
safety works as the Commissioner may require.

1.5. Layout Views or Sheets


QPs should include the following items in the layout views or sheets:

Works
Plans to be submitted for air-conditioning, mechanical ventilation and fire protection
works shall include the following:
a. key features of the building in which the system is to be installed the
particulars listed in regulations 6 and 7;
b. a schematic diagram of the overall system showing clearly the key features
and their functions, relative locations in the building, lots, sizes, capacities
and other essential information including the air distribution design
arrangement in the case of air-conditioning and mechanical ventilation
systems;
c.

the layout of the system on every floor plan showing clearly the various parts
and their functions, locations, arrangements, sizes, capacities and other
essential information;

d. necessary cross-sectional views as superimposed on the building or part


thereof to fully describe the details and configurations of the system;

e. a colour scheme to clearly distinguish the various distinct parts of the system
and the different systems from one another;
f.

passageways, lobbies, areas of refuge, the Fire Command Centre,
fire pump rooms, generator rooms, rooms used for the storage of
flammable liquids or gas or other areas of special risk;
(ii) the location of fire compartment walls, floors and air shafts;
(iii) the location of fire dampers;
(iv) the location of smoke detectors; and

A-5 NParks Submission Requirements


1. General Requirements for all NParks Development Application
(DC) Submissions
All floor plans (inclusive of site plan) should have the structural grid lines and dimensions
to show the total length of width of the building.

1.1. Site Plan View


The site plan shall show the following:
a. Cadastral based (with details of lot numbers, lot boundary etc) site plan
with a surrounding radius of 10m to 50m shall be incorporated;
b. Names of the adjacent roads and streets;
c.

Site boundary should be indicated clearly in RED colour;

d. All building setbacks. The outline of building to be erected/building in


which works are to be carried out; and the outlines of all proposed
basements in BROWN colour;
e. All building plots, and area of communal use/open space for building
coverage and communal open space calculations shall be shown as
separate plots;
f.

Road reserve lines, drainage reserve lines, MRT lines, MRT protection
zones, if applicable, etc shall be indicated clearly on plan with dimensions;

h. Retaining walls, boundary wall and other proposed boundary fencings;

Existing and proposed buffer zone provision (Green buffer and physical

Appendix C Step-by-Step Guide Preparing for BIM


Submission
DWF/PDF files are significantly smaller than the native files, making them easy to send
through e-Submission. After the modelling is completed and all the necessary building
information such as annotations, dimensions and etc (as specified by the respective
regulatory agency) are added on the relevant drawing views, QPs are required to publish the
drawing views as DWF/PDF (both 2D and 3D). The steps below will serve as a detailed guide
to QPs in preparing the DWF/PDF file, with the use of different BIM tools.

C-1 Users of Autodesk Revit


Note: The following step-by-step guide is prepared based on Autodesk Revit Architecture
v2010 and Autodesk Design Review v2010.
