* Multiple large to medium sized states in a state of serious decay or outright

collapse.
* Major upheaveal has occured due to political distrubance, migrations, climate
conditions etc.
* Gods are real but subtle, they don't often manifest in the world and there are
rules governing their behvaior to a degree. They are also in some sense depende
nt on worship and conflicts between states are often conflicts between their pat
ron gods as well.
* The Gods come in multiple tiers of "divinities" lower levels can ascend their
place by growing in worship and having the needed rituals performed.
