SECTION2.FINDINGS

Congressherebyfindsanddeclaresthat,
1)SomeUnitedStatescitizensdependonherdimmunitytostayhealthy.
2)
Adversereactionstovaccinesareextremelyrare.
3)
Vaccinescansavechildren'slives.
4)Ingredientsinthevaccinesaresafeintheamountsused.
5)Vaccineshaveeradicatedsmallpox,andalmosteradicatedpolio.
6)
Vaccinepreventablediseaseshavenotdisappearedsovaccinationisstillnecessary.
7)TheCDCestimatesthatchildrenvaccinatedbetween1994and2014haveyieldednet
savingsof$1.38trillionin"societalcosts,"includingmoneysavedbypreventinglost
productivityduetodisabilityandearlydeath
.
8)

Vaccinatedcommunitiescanhelperadicatediseasesforfuturegenerations.

SECTION3.STATUTORYLANGUAGE
A)AnyindividualresidingintheUnitedStateseitherattendingorseekingtoattendany
publiceducationinstitution,apublicinstitutionbeingdefinedasreceivingfederaland/or
statefunding,mustadheretothevaccinationrequirementssetforthinthisbill.All
individualsresidingintheUnitedStates,regardlessofage,citizenshipstatus,religious
beliefs,orphilosophicalbeliefswillberequiredtoreceivethefollowingvaccinations:
Tdap,MMR,andChickenpox.Anexemptionwillbegrantedtoattendapubliceducation
institutionwithoutthesevaccinesprovidedthattheindividualsuppliesdocumentationfrom
alicensedmedicalproviderdetailingwhysaidindividualcannotreceivemandated
vaccinations.
B)ThislawshallbeenforcedbytheUnitedStatesBoardofEducationinconjunctionwith
theUnitedStatesDepartmentofPublicHealth.TheUnitedStatesBoardofEducationand
theUnitedStatesDepartmentofPublicHealthwillreceiveadditionalfundingfromthe
CentersforDiseaseControltoadministertheregulationandenforcementofthisbill.
C)Allstatesoutofcompliancewiththisbillwillforegoallfederaleducationfunds.This
billshalltakeeffectonJanuary1,2016.Allmeasures,enforcementactions,andfunding
willcontinueindefinitely.
