Be it enacted by the Senate and House of Representatives of the United States


of America in Congress assembled.
SECTION 1. SHORT TITLE
This act may be cited as the Welfare Act of 2015.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) There are currently 3,341,535 American citizens on welfare in the United
States.
2) For families receiving assistance, food, housing, and transportation accounted
for 77.0 percent of the family budget, compared with 65.5 percent of the budget
of families not receiving assistance.
3) The government spends about 1.3 trillion dollars on welfare per year.
4) There is a total of 83 federal welfare programs
5) 46% receive and stay on welfare for 4 years or longer.
6) Bill Clinton signed a piece of welfare legislation on August 22, 1996. This
welfare reform bill requires that recipients of federal aid participate in some form
of work, Furthermore, benefits are limited to five years.
7) Today in America there are almost 5-1/2 million individuals dependent upon
the government for public assistance to meet their daily needs.
8) 41,700,000 Americans are on food stamps today.
9) By 1935 a national welfare system had been established for the first time in
American History.
10) In more than 10 states, the welfare wage is over $15 an hour and the highest at
over $20 an hour(Hawaii: $29.13).
11) One can make $1,000 per month and still receive welfare.
SECTION 3. STATUTORY LANGUAGE
A) The Welfare Act of 2015 shall enforce the time limitation of participants on
welfare to a time limit of two years. B) The government funds the welfare budget
and currently spends about 1.3 trillion dollars a year. C) The Welfare Act of 2015
is to be enacted on January 1st, 2016 and shall be renewed every three years.
