Constitution

Preamble: We the people of The New York Fantasy Football League, in order to form a more
perfect League, establish justice, insure fairness, promote a general code of ethics, and secure
the blessings of liberty to ourselves and our friends, do ordain and establish this Constitution for
The New York Fantasy Football League
Article 1. Membership, Cost of Membership & Payment
Section 1: The composition of membership for the League shall be twelve (12) members.
Section 2: The cost of membership to the League shall be determined each year by a plurality of
the League members. The cost of membership may increase each year but may never decrease.
Section 3: Payment of the membership fee shall be tendered by each member at the time of the
draft. If the member fails to tender the payment within five (5) days following the draft, the
League reserves the right to begin contacting individuals on the League Waiting List for
replacement.
Article 2. Ownership
Section 1: Ownership of a membership lies in the hands of the League. A member may not sell
their rights to ownership to anyone. If a member wishes to leave the League, they shall report
their decision to the Commissioner, in writing, who will in turn alert the other members of the
League and begin to contact individuals of the Leagues Waiting List in search of a replacement.
Section 2: Owners will finalize and submit their official team names no later than one (1) hour
before the draft. After a team name is submitted it can NOT be changed over the course of the
season. Team names may be changed during the off-season.
Article 3. Voting, League Conduct and Removal Procedures
Section 1: For all formal votes in hearings, amendment attempts, and impeachment proceedings,
active league members are expected to make their best effort to attend. In the event that an
active member cannot attend, he is expected to be well versed on the issues and to send his vote
in by proxy.
Section 2: All active members of the League are expected to conduct themselves in a manner
consistent with that of a Gentleman. This code of ethics includes, but is not limited to: setting
your best possible lineup each week; not dropping players out of anger, frustration, or
resentment; not partaking in collusion of any sort. The Commissioner as well as the Board of
Trustees will determine what is or is not collusion as is needed.

Section 3: The only time it is permissible to not start a player is if you are currently ahead of
your opponent in points, and he has no remaining players for the week.
Section 4: A violation of this code of ethics can result in either a fine, not to exceed of the
entry fee for the year, or in severe or repetitive cases, removal from the League. Any active
member can report a violation to the Panel of Trustees who will investigate and discuss the case,
making sure to hear from all affected parties and will then rule on the verdict. In the event that a
member of the Panel of Trustees is an involved party, the Commissioner will fill in for his
absence. In the cases in which a fine is the verdict, the decision of the Panel of Trustees is
final. If the Panel of Trustees believes that removal is the appropriate recourse, then a full
hearing of all twelve members will take place, in which the Commissioner will be the presiding
officer. In the event that the Commissioner is an involved party, the Legal/Constitutional
member of the Board of Trustees will fill in for his absence. The accused League member is
entitled to either represent himself or seek counsel from any other active League
member. Removal requires a vote for removal from 2/3rds of the active League members.
Article 4. Commissioner Power, Regulation, & Impeachment
Section 1: The Commissioner is Tom Harris. In the event that the Commissioner resigns or is
impeached, an immediate emergency election shall convene at the earliest possible time. Until
that point, the League Relations member of the Panel of Trustees will be active Commissioner.
Section 2: The Commissioner must have attained the age of twenty one (21) years, and been
three (3) years a member of the League.
Section 3: The Commissioner is entrusted with the day to day decisions of the League. All
questions of ambiguity shall be directed to him and his decisions are final. In matters in which
the Commissioner is an involved party or is directly affected by the outcome, the panel of
Trustees will resolve the dispute in question with a majority vote. The Commissioner is
responsible for collecting the membership dues at the beginning of the season, holding said dues
throughout the season, and distributing the funds at the conclusion of the season.
Section 4: The Commissioner shall be removed from Office on Impeachment for, and conviction
of, Treason, Bribery, Rigging, Cheating, Fraud, Embezzlement or other high
crimes. Impeachment proceedings shall begin if 1/4th of the League deems necessary and reports
so to the Legal/Constitutional member of the Panel of Trustees, who will be the presiding
officer in the impeachment trial. An impeachment is successful if greater than 3/4ths of the
League vote for removal.
Section 5: In the event of a tie vote, The Commissioners decision shall be the tie breaker.
Article 5. Panel of Trustees Power, Regulation & Impeachment
Section 1: The Panel of Trustees shall be composed of three (3) active League members. Each
member shall be appointed by the Commissioner of the League. In the event a member of the

Panel of Trustees resigns or is impeached an immediate emergency election shall convene at the
earliest possible time.
Section 2: The members of the Panel of Trustees must have attained the age of eighteen (18),
and been one year a member of the League.
Section 3: The Panel of Trustees is entrusted with providing counsel to the
Commissioner. Specifically the three member panel is comprised of one member with a focus on
Legal/Constitutionality of Decisions, one member with a focus on Statistical/Technical Football
Knowledge, and one member with a focus on League Relations. A member of the Panel of
Trustees may act in place of the Commissioner at the direction of Commissioner in cases of his
absence. The Panel of Trustees is also in charge of listening to ethical complaints reported by
active members of the League and ruling on said matters.
Subsection 5.3.1: The Legal/Constitutionality member of the Panel of Trustees shall advise the
Commissioner and the League on interpretations of the League Constitution as well as uphold
the doctrine of Stare Decisis from prior year decisions.
Subsection 5.3.2: The Statistical/Technical Football Knowledge member of the Panel of
Trustees shall advise the Commissioner and the League on the validity of pending trades.
Subsection 5.3.3: The League Relations member of the Panel of Trustees shall advise the
Commissioner and the League of the general attitude of the active League members. In the event
that the Commissioner is impeached or resigns, he shall be the interim Commissioner until an
emergency election can be held.
Section 4: A member of The Panel of Trustees shall be removed from Office on Impeachment
for, and conviction of, Treason, Bribery, Rigging, Cheating, Fraud, Embezzlement or other high
crimes. Impeachment proceedings shall begin if 1/4th of the League deems necessary and reports
so to the Commissioner, who will be the presiding officer in the impeachment trial. An

Article 6. Draft Order and Draft
Section 1: The Order of the next seasons draft shall be determined by a hybrid of the previous
seasons final standings and the outcome of the Consolation Bracket. The winner of the
Consolation Bracket will have their choice of draft pick 1-12. The runner up of the Consolation
Bracket will have second choice of draft pick and so on. After all members of the Consolation
Bracket have chosen their draft position the playoff teams will fill in the remaining spots in the
inverse of final standings.
Section 2: The Draft shall commence on a Date decided by the commissioner and ratified by a
vote of the active League members. The Draft shall never be administered on a day further than
thirty (30) days from the start of the NFL opening game. The date of Draft must be ratified at
least seventy-two (72) hours prior to the start of the Draft. In extenuating circumstances this
clause may be disregarded by a unanimous vote of the active League members. The Draft shall

operate in standard snake formation i.e.


[1,2,3,4,5,6,7,8,9,10,11,12,12,11,10,9,8,7,6,5,4,3,2,1,1,2,3,4,5 etc.] The Draft shall last fourteen
(14) rounds, with each League member given one (1) minute for each draft selection. At the end
of the one (1) minute, if a selection has not been made the highest ranked player in the League
members queue will be selected, if no queue exists then the highest ranked player by ESPN
will be automatically drafted for the League member with no regard to position players already
selected.
Section 3: If at least of the League can attend a Live in person draft, then the draft shall be
conducted live and in person with the unavailable players participating via internet, phone, or
other technological advancements. If less than of the League is available for a Live in person
draft, then the Draft shall be done Live Online. At no point shall a draft be administered
using Pre-set player rankings.
Article 7. Playoffs
Section 1: The playoffs shall be comprised of the six (6) teams with the highest winning
percentage during the regular season. In the event of a tie, the team with the higher Points For
throughout the season will be selected.
Section 2: The Playoff eligible teams shall be seeded one (1) through six (6) with the highest
winning percentage team ranked first. In the event of a tie, the team with the higher Points For
throughout the season will be given the higher* seed. The 1 and 2 seeded teams will have a first
round playoff bye. The team seeded three (3) will play the team seeded six (6). The team seeded
four (4) will play the team seeded five (5). There will be no re-seeding at any point. Meaning
that in the second round the team who won the 3 v. 6 matchup will play the 2 seed and the
winner of the 4 v. 5 matchup will play the 1 seed, regardless of individual outcomes.
Article 8. Responsibility of the Winner
Section 1: It is the responsibility of the winning member to have the League trophy engraved
with his name and year. Failure to do so will result in an additional fee added to the winners
membership fee the following year equal to the cost of engravement plus $10 for punitive
damages. In the event that the winner does not return to the League the next year the cost of
engravement will come from the collective pool of membership fees.
Section 2: It is the responsibility of the winner to care for the wellbeing of the trophy. Any
damages or replacement fees will be the responsibility of the winner. In the event that the winner
does not return to the League the next year the cost of damages or replacement fees will come
from the collective pool of membership fees.
Article 9. Trades
Section 1: All trades must be approved by the Leagues Commissioner. In the event that the
Commissioner is an involved party of the trade, the Statistical/ Technical Football Knowledge
member of the Panel of Trustees will fill in for his absence. If the trade is in fact between the

Commissioner and the Statistical/Technical Football Knowledge member of the Panel of


Trustees, then the League Relations member of the Panel of Trustees and the
Legal/Constitutional member of the Panel of Trustees will vote on approval.
Section 2: If a trade is vetoed by either the Commissioner or a member of the Panel of Trustees,
the involved parties may appeal the decision to the League as a whole. The League may approve
the trade with a simple majority vote of the twelve (12) league members.
Section 3: The trade deadline is to be set at the beginning of each year by the Commissioner. It
can be changed throughout the year with a 3/4ths vote.
Article 10. Waiting List & Addition to the League
Section 1: The Waiting List shall be comprised of those individuals that wish to gain entry to the
League. The members of the list shall be voted on by the current members of the League to
determine the ranking order of the list.
Section 2: When a vacancy in the League develops, a final vote on the League Waiting List
order will be administered. The highest ranked individual will be offered admission into the
League.
Section 3: If at any time any current member of the League believes that a member of the
Waiting List is unfit to be an active member of the League he may motion to have that persons
name removed from the waiting list. If the motion is seconded, then a vote will take place. If
of the league believes the individual in question is unfit to be an active member, than that
individuals name will be removed from the Waiting List for a period no greater than one (1)
year.
Article 11. Amendments
Section 1: In order to amend the League constitution in any way, shape, or form, a 3/4ths vote is
necessary. The amendment must be in written form and distributed to all members of the League
prior to any vote.

Section 1: The team with the highest Points For at the end of the season will receive their
league dues. The Runner Up or the team coming in second (2nd) place will receive two (2)
times their league dues. The Champion or the team coming in first (1st) place will receive the
rest of the league dues.
Section 2: Prize money will be distributed at the earliest convenience of the Commissioner and
those receiving prize money.
Article 14. Last Place/ Punishment
Section 1: The last place game of the consolation ladder is to be known as the Sacko Bowl.
The loser of the game is the winner of the Sacko and will be referred to as The Sacko until a
new winner is crowned (the end of the next season).
Section 2: As punishment for winning the Sacko, the league member must go through trials of
public humiliation. For the first phase of public humiliation, the member will receive a
temporary tattoo. The placement and subject matter of the tattoo will be decided by the
Commissioner, the Champion and anybody else who the Champion wishes to involve. For the
second phase of public humiliation the league member will make his profile picture on
Facebook, Twitter, and Instagram, a photo of the tattoo for one (1) month. They will also make
an Instagram post of the tattoo. For the third phase of public humiliation the league member will
be the beer bitch for any and all league functions.
Article 15. Ratification
Section 1: This League Constitution will be put in place at the end of the 2015 season.
