This proposed highway flyover was designed to improve traffic flow at two intersections along the Pan Philippine Highway. The center lanes of the highway would be raised to create a flyover for vehicles traveling between the two roads without stopping. Columns for the flyover would be placed 12 meters apart. Under the flyover, the existing traffic light system would remain but only four turning movements would be allowed instead of six to reduce traffic jams. A pedestrian overpass would also be installed along the Pan Philippine Highway in an area not impacted by the flyover design.

This proposed highway flyover was designed according to the proposed
geometric highway improvement in the intersections of the Pan Philippine Highway Mabuhay Road and Pan Philippine Highway Bulaong Avenue. The center lanes of the highway shall be improved and raised to realize the flyover design. This lanes will be intended for a free flow for the vehicles traversing from Bulaong Avenue going to Mabuhay Road or vice versa. The columns along the course of the flyover will purposely be hitting the geometric islands as proposed at arbitrarily 12 meters center to center apart or as specified. Consequently, under the flyover design, the designed traffic light system will still be apprehended. However the turning movements will then be reduced to four (4) instead of the pre-determined six (6). Turning movements 1, 2, 3, and 6 shall be synchronized to mitigate the traffic jamming (See The Turning Movement Scheme on Chapter V). These said turning movements are the direction of flow traversing under the proposed highway flyover design. Moreover, the installation of the pedestrian overpass will still be held also. But its location shall be placed only along the Pan Philippine Highway regardless of the results of the Pedestrian Volume Count. Hence mounting it to the location where the flyover design is not fixed.
