From the blend headers, the finished products are rundown to Check Tanks (or Product Tank Farm for fuel oil product). ‘There are four Product Blenders, one for each of the following products = Mogas 92 (or Mogas 95 as an alternate case) = Mogas 90 = Auto Diesel (ADO) * Fuel Oil ‘The product specifications for these blended products are given in paragraph 1.3. ‘One Mogas Blender is intended to produce both Mogas 92/95 products. Initially Mogas 92 is produced by this blender but this product will be replaced in the future when Mogas 95 is produced. Due to the problem of product contamination in downstream check tanks, pipeline and product tanks, it is not intended to change Mogas grades for this blender on a frequent basis (82 RON to 95 RON or 85 RON to 92 RON). The Mogas and Auto Diesel Blenders are designed to normally operate on a basis of continuous production of batches: blending components are pumped from Refinery Tankage, mixed and sent to product check tanks which are switched periodically. Since these blenders receive products from intermediate product storage tanks, they can be stopped and restarted independentty from the operation of the Refinery process units as required depending on the blend component tank inventory The Fuel Oil Blender is designed to operate on a continuous basis (le. whenever the RFCC Unit isin operation and the DCO production exceeds the Refinery Fuel Oil consumption, the Fuel Oil Blender is in service since there is no DCO storage or blended fuel oil storage tanks in the refinery) The operation of Mogas, Diesel and Fuel Oli Blenders (in terms of the flowrates of components, qualities of components and the quality of each finished product etc.) is controlledimonitored via DCS and the blending control system. ‘At the outlet of each blender, upstream of the off-take to the analyser, a static mixer is provided to assist mixing of blend components. Mogas and Auto Diesel products are routed to Check Tanks (Unit 051). Blended Fuel Oil is routed to tanks (TK-5211A/B) located at Product Tank Farm (Unit 052) For each product, it is possible to divert off-spec material to Light Slops (Mogas) or Heavy Slops (Auto Diesel or Fuel Oil) at both downstream of blenders and product check tanks. The Blend Component Tanks, Blending Pumps, as well as Blending Check Tanks and the associated pumps are part of Unit 051 (Refinery Tankage). The Fuel Oil Tanks are covered in the Operating Manual for Unit 052 (Product Tank Farm). In normal operation, CDU Residue is fed to the RFC Unit, and there is no flow to the Fuel Oil Blender. Also, in normal operation, LGO is fed to the Auto Diesel Blender only, and there is no flow to the Fuel Oil Blender. LGO sent to the Fuel Oil Blender will be pumped by HGO Blending Pump P-5109B. ‘One flow controller is installed on each line supplying LGO, HGO, HDT LCO and CDU Residue to the Fuel Oil Blender. Each of these controllers is managed by the Fuel Oil Blender control system. The flow rate of DCO is controlled within the RFCC. Accordingly, one flow meter only is installed on the DCO supply line to the Fuel Oil Blender. Each of the corresponding flow controllers 054-FIC-001 / 002 / 003 / 004 is under the management of the Mogas 92-95 Blending Control System, that continuously measures the quality of the blend components and blended MOGAS, and ensures that the product meets the target specification by adjusting the flow controller's set point of each blending component to achieve the correct mixing ratio and blender throughtput. The flow rate of DCO is controlled within the RFCC. Accordingly, the flow of DCO to the Fuel Oil blender is not controlled. The DCO is supplied to the Fuel Oil Blender under pressure control of the DCO rundown header (054-PIC-003 acting on 054-PV-003). This ensures DCO is preferentially routed to the Refinery Fuel Oil System (Unit 038). One Coriolis flow meter is installed on the DCO supply line to the Fuel Oil Biender (054-FE-017). The target specifications are met by adjusting the flow controller's set point of each blending component by blender control system, Mogas 92/95 ‘The key properties for Mogas 92/95 are the RON, MON, Specific Gravity (SG) and RVP. ‘The Product Specifications enclosed in Chapter 1.3 and the Blending Balances attached to Chapter 1.4 show the main constraints related to the blending of Mogas 92/95. In particular: RON: increase of Reformate flow ratio will increase the RON of the Blended Mogas. Considering the expected RON of RFCC Naphtha, RON is not a constraint for the production of Mogas 92 MON: increase of Reformate and Isomerate flow ratio will increase the MON of the Blended Mogas. MON is expected to be the main constraint for the production of Mogas 90 (and Mogas 92/95) ‘SG: Specific Gravity is not expected to be a constraint for the production of Mogas 92195 RVP: RVP of Mogas is directly retated to the flow ratio of Mixed C. into the blend Mogas 90 The key properties for Mogas 90 are the RON, MON, Specific Gravity (SG) and RVP. ‘The Product Specifications enclosed in Chapter 1.3 and the Blending Balances attached to Chapter 1.4 show the main constraints related to the blending of Mogas 90.
