Canadian runners. In the end, Eric Gillis
(2:11:31) and Lanni Marchant (2:28:09)
were crowned Canadian national champi-

As for the rest of the field, 19-year-old Ethiopian Shure Demise won the overall womens race in 2:23:37, while Ishhimael Chemtan of Kenya won the mens race in 2:09:00.

Ontario is launching a renewed Sport
Hosting Program, which will help bring
major sporting events to the province,
grow local economies and allow more
Ontario athletes to compete at home.

Previously, only international competitions


were eligible for sport hosting funding.
Through this new program, national-level
competitions held in Ontario will also be
eligible.
Ontario's Sport Hosting Program also
includes:
Funding for a variety of winter and
summer sports
An accessibility plan as a requirement
for funding
Changes to the administrative process,
including two regular yearly application
intakes, which will allow hosts to plan

more efficiently and help the province


fund events that strongly support sport
development goals.
Ontario's Sport Hosting Program is part
of Game ON - The Ontario Government's
Sport Plan to help more Ontarians
participate and excel in sport. Game ON
recognizes the many ways organized sport
can be good for people and communities,
from the health benefits of physical activity
to the economic benefits of hosting major
events.
Investing in the development of Ontario
athletes and providing them with more
opportunities to succeed is part of the
government's plan to build Ontario up.
The four-part plan includes investing in
people's talents and skills, making the
largest investment in public infrastructure
in Ontario's history, creating a dynamic,
innovative environment where business
thrives, and building a secure retirement
savings plan.

That kind of gap would seriously harm a
Trump campaign in Canada. The ranks
of those with a post-secondary education

(in technical and academic programs) are


nine percentage points larger in Canada,
according to 2010 statistics from the
OECD. The gap is even bigger among
those aged 35 to 44 where its a 14 per
cent difference.
The modern economy hasnt been kind to
the lesser-skilled workers.
And that speaks to the third ingredient:
economics.
The middle class is being squeezed in
many countries, including North America.
But its getting squeezed way harder in
the U.S. The OECDs measure of income
inequality shows Canada in the middle of
the pack, whereas the U.S. is the fourthmost unequal country after Mexico, Chile
and Turkey.
Trump promises to turn back the tide on
two factors blamed for hurting lowerskilled U.S. workers: trade deals and
illegal immigration. That back-to-the-past
message is even embedded in his campaign
slogan: Make America Great Again.
Thats closely connected to factor No. 4:
immigration.
Its had an opposite effect on workers
in Canada and the U.S., according to
labour economist George Borjas and
Abdurrahman Aydemir of Statistics
Canada. They found it widened the wage
gap in the U.S., pushing down the salary
of lower-paid Americans with a 10 per
cent shift in the labour supply suppressing
working-class wages by three to four per
cent.
In Canada, they concluded, it made the
country more equal.
Because of its more difficult-to-get-to
location and the design of its immigration
system, they found, higher-skilled
immigrants made it to Canada and they
competed for jobs with wealthier workers.

by the Motherisk laboratory's flawed

was established in response to the

2015 report which found that the
Motherisk hair tests performed between
2005 and 2015 were inadequate and
unreliable for use in child protection
and criminal proceedings. As a result,

Down, But Will Protests End in
Ethiopia?

Nine weeks after bloody protests broke
out in Ethiopias Oromia region, the
government has made a major concession
to the protestors - halting a plan to
expand the municipal boundary of Addis
Ababa, the issue that sparked the crisis.
Initially the protesters said they feared the
expansion of Addis Ababa would result
in forced displacement of Oromo farmers
without adequate compensation. But as
security forces responded to the protests
with mass arrests, use of live ammunition,
and other brutality, the protests have become
about so much more. While there have been
some violent incidents, most of the protests
have reportedly been peaceful. But the
governments heavy handed approach has
shifted the focus of the protests towards the
brutal crackdown and inflamed historical
grievances against the government.
Despite the announcement, the security
forces dont seem to have changed their
approach. The daily reports of killings by
security forces and mass arrests continue,

particularly

of

university

students.

Many protesters say they are skeptical


that the government will follow through
and halt the plan. But with or without
the plan, the displacement of farmers
is likely to continue as it has in many
parts of Ethiopia, unless the government
fundamentally changes its approach
to development. Until the government
involves communities as meaningful
partners in development, respecting their
land and other rights, rather than just an
obstacle to be removed, protest movements
like this are likely to continue to flare up.
In the short term, if the government wants to
calm the situation it should start by releasing
those arbitrarily arrested and imprisoned. It
should commit to establishing a credible,
independent investigation into the killings
and other violations that have taken
place. And last but not least, it needs to
listen to and begin to address the longer
list of rights violations against Oromo
that have fueled these tragic protests.

into Oromia, the largest region in the
country.
On Wednesday, Getachew Reda,
Ethiopias minister of communication,
confirmed the decision of the ruling
party in Oromia to stop the plan.
If one of the parties to this
arrangement withdraws its support,
this simply means the project cannot
go ahead, Getachew said, according
to Bloomberg.
The Oromo Peoples Democratic
Organization (OPDO) arrived at the
decision to abandon the expansion plan
after three-days of meeting with locals.
Oromia is one of the nine ethnic
politically autonomous regional states
in Ethiopias federal system. The
OPDO occupies all seats in the Oromia
governments
legislature.
Along
with officials from Addis Ababa, the
OPDO would have been officially
responsible for the implementation of
the development project.
OPDO officials reportedly stopped the
implementation of the plan because
a common consensus had not been
reached with the public.
The development of Addis was never
an issue, the development of Oromia
regional state was never an issue,
Getachew said. It was a coordination
of efforts between Addis Ababa and
Oromia that was at stake.

was initially proposed in 2014.
However, locals have rejected the
plan, which some consider a land grab.
Many against the plan claim it will
have devastating effects on the Oromo
people.
Hundreds, including university, high
school and even primary students, were
reportedly involved in violent protests
against the expansion plan.
According to Human Rights Watch,
about 140 people have died in violent
clashes with Ethiopia security officials
since November when the plan was
reintroduced.
The government has always insisted
that the plan would benefit both Addis
Ababa and the Oromo people.
Without giving specific figures,
officials have acknowledged significant
causalities in the protests. However,
officials have also disputed Human
Rights Watch reports, describing their
figures of the death toll as inflated.
The government says the protests,
which started as peaceful, were
later high-jacked by forces with the
intentions of destabilizing the country.
Getachew said although the master
plan has been abandoned, the
government will continue its effort to
develop Addis Ababa and surrounding
towns in Oromia.
The master plan will only be
implemented after in-depth discussions
and a consensus has been reached with
the public.

Sudan, Ethiopia to complete border demarcation this year

On Saturday, Sudans foreign minister
Ibrahim Ghandour told the Qatar-based
Aljazeera TV that Sudan and Ethiopia are
working together to curb the activities of
Ethiopian gangs inside Sudanese territory.
He stressed that Al-Fashaga is a Sudanese
territory, saying the government allowed
Ethiopia farmers to cultivate its land as part of
the cooperation between the two countries.
However, Ethiopia is committed

a Dutch agricultural company.

This attack is among dozens of demonstrations
taking place for the past two months across Ethiopias
Oromo state, which comprises a third of the country.
Protesters from the Oromo ethnic group say the
government is trying to take away their lands and
use them for everything from industrial development
to luxury housing projects.
The response has been harsh, with Human Rights
Watch estimating that 140 people have been killed by
security forces using live rounds to quell the protests.
The demonstrations are threatening Ethiopias goal
of transforming itself into a new industrial and
agribusiness powerhouse for the continent and

the unrest was because of the plan. But there is a
deeper vein of dissatisfaction among the Oromo
people, who make up some 40 percent of the
countrys population of nearly 100 million.

imagine what he would do if the order ever came
to confiscate his land for an investment project.

in the shady clearing ringed by eucalyptus trees
next to his house, made of wood faced with

Oromo authorities announced on Wednesday
that the master plan would not be implemented.
But that may not stop the demonstrations.
People have grievances
The regional center of Woliso witnessed some
of the largest protests in the area in midDecember, said Seyoum Teshome, a lecturer at
the local university.
He said the protests were peaceful until the
feared federal police appeared and started firing
tear gas and live rounds, after which the crowds
went on a rampage, targeting the property of
government officials.
The damage itself indicates what was the real
problem, Teshome said, adding that under
the countrys authoritarian system, the people
have few ways of making their grievances
heard. They (the Oromo) use the master plan
to demonstrate their grievances and frustration
with the poor administration, he said.
In legislative elections in May, not a single
opposition candidate won a seat, prompting
accusations of widespread vote fraud by the
ruling party.
Reda, the spokesman for the Ethio
pian
government, said the master plan has been
misunderstood and the Oromo people are
victims of poor local government, which
national authorities will address.
There have been areas where the government
has identified serious challenges in terms of
good governance and delivery of services, he
said, acknowledging that compensating farmers
for confiscated land has often been mishandled.

The violence has also earned Ethiopia a rare


rebuke from the U.S. government, which
considers it a key ally in the fight against
terrorism.
We were protesting peacefully and marching
around the town when we heard about the
deaths in the other villages, and so we became
angry and attacked the farm, said 27-year-old
Drabuma Terrafa, standing near the charred
remnants of a Solagrow potato warehouse.

state. In more than a dozen interviews, people
described arbitrary arrests, beatings and killings
by security forces.
I think the strategy is to terrorize people
by shooting them point blank, said Merera

protests are not just in the areas close to the
capital that would be affected by the master

Terrafa, the demonstrator in Wenchi, said that
villagers were angry because the grazing land

van de Haar of Solagrow said in an email that
since no one owned the land, no compensation
had been paid, but that the Dutch company
hadworked peacefully for the past six years.
If there was ever any argument, we used to
discuss and solve it with the Wenchi elders,
he said, In the town of Asgouri, 37 miles from
Addis, locals attacked a commercial flower farm
during the protests and destroyed the generators

The U.S. government has rebuked Ethi

over the use of counterterror troops, the death
toll and the imprisonment of students, activists,
journalists and politicians in connection with

In recent weeks, it appears the number of
killings has declined and army troops in some
towns and villages have withdrawn to their
barracks in favor of the local police forces.
In Wenchi, however, the arrests continue,
Terrafa said.
He said one of his friends is recovering at home
after being shot in the leg when soldiers opened
fire a few weeks ago, while another man he
knows was killed.
I am ready to sacrifice my life for the cause of
my people, he said, promising to continue the
protests.

of the European Parliament on the alleged
offences.
Human Rights Watch (HRW) last week alleged
that Ethiopian security forces had killed at
least 140 protesters and injured many more.
Opposition parties and activists asserted
thousands of Oromo protesters had been
arrested and injured since the protests started
in mid-November.
In a surprise move on Wednesday (13.01.2016),
the Oromo Peoples Democratic Organization
(OPDO) party, which is part of the ruling
coalition, announced that it wanted to halt
the so-called Addis Ababa Masterplan which
is at the root of the ongoing crisis. The plan
involves the expansion of the capital into the
surrounding Oromia region. Government

spokesman Getachew Reda told reporters that


the government would respect this decision,
but that they would still prosecute those who
had participated in the protests.
The plans to expand Addis Ababa were hotly
contested by members of Ethiopias largest
ethnic group. Universities across the country
turned into battlefields, with police firing
live bullets to disperse the crowds. On social
media, Ethiopians united under the hashtag
#OromoProtests and Ethiopians of all ethnic
backgrounds staged vigils all around the world.
On the eve of the hearing of Foreign Minister
Tedros Adhanom in Brussels, rights groups
insisted that EU officials should convey serious
concerns about Ethiopian security forces
against the Oromo protesters.
Another topic on the Brussels agenda is the
recurrent drought that has hit the country.
Estimates say that as many as 15 million people

Union should break its silence and condemn
Ethiopias brutal use of force to quell the Oromo
protests. Being the single largest donor, the
EU should press the Ethiopian government to

The US State Department earlier urged the
Ethiopian government to permit peaceful
protest and commit to a constructive dialogue
to address legitimate grievances.
The Ethiopian government denies the alleged
death toll of 140. Government spokesman
Reda instead accused the Oromo protesters of
terrorizing civilians.
Ethiopian legal expert Awol Kassim Allo said he
would like to see a space for all Ethiopians to
participate in the political arena. Only with such
an approach can there be a possibility of paving
a way to move forward, he told DW. In the last

Cultural genocide
In a recent debate, Bekele Naga, Secretary
General of the opposition Oromo Federalist
Congress (OFC), told DWs Amharic Service that
the constitution of the country proclaims that
the land belongs to the people. He added that
the Ethiopian government has been engaged in
land-grabbing, leading to cultural genocide [of
the Oromo people]. Another Ethiopian legal
expert, Tsegaye Ararsa, complained that no
government officials, including Prime Minister
Hailemariam Desalegn, have publicly voiced
regret over the loss of young protesters lives.
He believes there should be an independent
fact-finding committee to look into the case.
