1. The following section shall be forced rank based on the average of their
total numerical ratings in the Office/Section Performance Commitment and
Review (OPCR) Forms of the Ragay Water District Strategic Performance
Management System (SPMS) for 1st and 2nd Semesters of 2015.
1. Administrative and General services Division
2. Finance and Commercial Division
3. Production and Maintenance Division
2. Ranking of Delivery units shall be based on the average rating of all the
Performance Commitment and Review (IPCR) within the delivery units
using Performance Commitment and Review (OPCR). Forced ranking shall
be according to Memorandum Circular No. 2015-01 as follows:

C. Employees who are not eligible for PBB are the following:
1. Employee with an unsatisfactory rating in any of the two (2) rating
periods.
2. Employee with performance rating at least one (1) rating period in 2015.
3. Newly hired employees with less than three (3) months of service.
4. Employees who did not submit their SALN 2014.
5. Officials and employees who were not able to liquidate their cash
advances as of November 15, 2015.
6. Personnel found guilty of administrative and/or criminal case filed against
them.
