Reps can refer clients without an A&H license using their name and solution number but
they will not earn referral fees on personal referrals in a requirement state
In AK, IA, KY, MI, NH, NY, OH, PA, SD, TN, TX, UT and WV, the referral fees and
production credit generated by the non-referral rolls up to the unlicensed upline hierarchy
In FL and GA, the referral fees and production credit generated by a non-licensed
referral rolls up to the first A&H licensed upline and then the unlicensed hierarchy
In MS, SC, and VA, the referral fees and production credit generated by a non-licensed
referral rolls up to licensed uplines only in the hierarchy

All resident representatives in FL, NY and VA, are required to be resident licensed in
their home state to refer in both requirement and non-requirement states, and earn
referral fees
