11.1 bidder must deposit ` 1,63,000/-(One lakh sixty-three thousand only).
The Bid Security shall be in the form of Demand draft or Bank Guarantee
(format given in Section VIII) valid for 150 days from the date of tender
opening
A bid not secured in accordance with para 11 . 1 shall be rejected by the
BSNL as non - responsive at the bid opening state & returned to the bidder
unopened
Bidder should be registered with Govt. / State govt./or any other approved
agency of the Govt. for doing similar business.
The bidder shall have experience for successful and satisfactory supply of
commercial vehicles / cars to Govt. organisation or any Public sector
undertaking/ Autonomous / Private telecom operator/vender/ banking /
education institution
The bidder must have service tax/Income tax registration
The bidder shall furnish an undertaking for supply of own or leased
commercial vehicles purchased and registered not earlier than 1.03.2008
The bidder shall furnish documents related to partnership deed or
proprietorship deed
Bidder shall furnish the certificate regarding non-working of any close relative
B S N L shall evaluate in detail and compare the substantially
responsive bids and comparison of bids shall be on the composite price
quoted(inclusive of all levies and charges as indicated in the price
schedule in Section-V & Evaluation Formula of the bid document given in
15.4.
The lowest bidder will be evaluated taking into account of total
composite expenditure for car/ jeep per month of 1,200 Km basic
run for car /1500 Km basic run for jeep , 300 Km. extra run, 30
hrs of extra hr detention and one out-station night charge
The bidder shall quote % above and below to the scheduled price
mentioned in the tender documents.
Schedule price is inclusive of all taxes and duties, except Service
Tax
The successful bidder shall be required to deposit an amount equal to 5 % of
the awarded value within 2 weeks of conveying BSNL's intention of
accepting the bid as Performance Security
Performance Security shall be Submitted in the from of Demand draft or Bank
Guarantee issued by a Nationalized / Scheduled Bank
In no case a vehicle which is not registered for commercial purpose shall be
supplied to BSNL

The services may be awarded to two or three bidders at the approved rate
depending upon participation of
valid bidders are two or more. In
case the services are awarded to two bidders, the bidder with the lowest
evaluated price (L1) will be considered for 70% of total agreed services in
Zone A and Zone B, and the bidder with the next to lowest evaluated price
(L2) will be considered for remaining 30% of total agreed services. In case
the services are awarded to three bidders, L1 bidder will be considered for
50% of total agreed services in Zone A and Zone B. Remaining services may
be awarded to other two selected bidders in inverse ratio of their evaluated
price. However, BSNL reserves the right for placement of entire services on
L1 bidder if other bidder does not accept the approved rate.
Vehicles registered as commercial Vehicle on or after 1.03.2008 will only be
accepted
Vehicle not purchased before 1.03.2008.
The normal running period will be 10 hrs in between 6AM to 10PM
Counting of Distance:
From garage to reporting place, chargeable
distance in this respect shall not be more than 5 Kms in each way or
the actual distance within 5 KM.
Penalties
:
o In case of break down, vehicles have to be replaced by other
immediately
or not more than one hour. In case of non
availability of suitable vehicle a penalty upto
` . 100/- per
breakdown may be imposed in addition to deduction on pro-rata
basis for the period. If the number of break down exceeds three
times in a month, a penalty of ` . 400/per break down shall
be imposed.
o II)
In case of non-availability of vehicles penalty of ` .400-/ per
day shall be imposed in addition to deduction at pro-rata basis
for that day .
o III)
In case of non- availability of vehicles during extra hrs.
Penalty of ` .100-/ per occasion shall be imposed.
o IV) In case of non-provisioning of services within time frame or
extended time frame, BSNL may hire services from the market and the
extra charges (i.e. market rate minus agreed rate) , if any, shall be
borne by the bidder apart from the penalty as per clause III.
