ANALYST'S NOTE: House Bill 463 gives absolute power to the state legislature to determine the
minimum wage and ensure it is the same across the state. The bill adds the language No political
subdivision of this state, as defined by section 6-902, Idaho Code, shall establish by ordinance or
other action minimum wages higher than the minimum wages provided in this section.

Point No. 3 Does it give government any new, additional, or expanded power to prohibit,
restrict, or regulate activities in the free market? Conversely, does it eliminate or reduce
government intervention in the market?

ANALYSIS: (+1): House Bill 463 ensures that political subdivisions are not able to create barriers
to the market using minimum wage requirements.
