SUPPORT OF A8580A

My name is Nick Huang, and I am a currently student nurse who resides in the 146 th
Assembly District.

I am writing you today as my Assemblyman because I would like to have your support in
bill A8580A a bill to ensure the safety of patients by requiring all acute care facilities and
nursing homes to meet standards for appropriate staffing ratios.

I feel that it is important to increase the nurse-to-patient ratios in all the medical facilities
in New York state. It is not an uncommon problem that a nurse struggles to manage time among
several patients in an emergent situation due to short of staffing, and in some cases, resulting
patients death (Rice, 2015). In fact, many studies have reported that there is a strong relationship
between adequate nurse-to-patient ratios and safe patient outcomes (Reiling, Hughes, & Murphy,
2008) (Kane, Shamliyan, Mueller, Duval, & Wilt, 2007). Furthermore, other states like CA and
MA who passed the similar law have successfully improved the patient care quality in their states
(Dorning, 2011).

In summary, passing the safe staffing bill will not only benefit thousands of nurses and
other health care worker in the hospitals and nursing homes, but also protect our patients and
improve overall health care quality of New York state.
