This paper examines the case for further government intervention in the export of
education, and the appropriate forms of assistance if further government intervention
is justified. The key words are government assistance, higher education and
international education. It lists some cases to prove further government intervention
that I learn and choose useful data to use it.
The strength of the paper is that I clearly know what the education problem of the
Australia while governments control over education. Author asks a question about is
further government assistance necessary and cites the following cases to consider:
information gaps, export market development, research and development. I think the
author perfectly illustrate the relationship between education funding and government
intervention. The weakness is that I feel he maybe add other examples and factor of
education system that will be better.
The paper focuses on assisting higher education exports because this activity
dominates education exports. Author said, The challenge for governments and
education providers is to produce a coherent and concise suite of performance
indicators for education services, like teaching, research, administration and
community service, from the vast array of indicators in the public domain so overseas
students and the Australian public can make better judgments about the performance

of local education providers and international counterparts. (Page 569) So he


understands there is a big challenging between education funding and government.
Government export assistance is often necessary to overcome the adverse risk
behavior of education providers, particularly with respect to education providers that
are considering entering export markets. (Page 571)

In this book, it talked about the rise of capitalism with the rise of freedom and what
Milton Freidman saw as the expending role of the government in American and
Western life after the World War. Most of chapters related to the government and
economics. But not the whole book is useful for me; only the chapter 6 is relating my
research topic, so I try me best to read it but I can find other sources information
about government.
The strength of the book is that we can clearly know about the relationship between
government, economics, business, and education. The whole book describes the rise
of economic, business and government after the Second World War. And the key word
is government in this book, so I think it will be more useful; I can find and use many
other chapters to explore the relationship between the government and education.
The purpose of chapter six describes about the role of government in education.
Milton Friedman believes everyone needs to a basic education; and then lists two
reasons: neighborhood effects grounds and on paternalistic concern for children and
irresponsible individuals that why government intervention in education, and gives
more example to prove these reasons. Also, it has different definition. I have to

answer like that does government burden funding of students or does schools
education system like on paternalistic for students? So I am arguing that these sources
are important, so I need to find evidence in films and discuss them.
Schooling" and "education" are different things. The proper subject of concern is
education, and the activities of government are mostly limited to schooling. This
would reduce government's tax-collecting burden in many neighborhoods as well as
equalize the social and private costs of having children. Subsidies would decline with
rising income levels (On chapter 6)

This article is talked about rural disadvantages childrens (RDC) educational problems
and related policies in China. Author thinks: rural disadvantages childrens
educational problems was a of great importance and has a strategic significance in
promoting a new socialist rural construction, urbanization and industrialization
process, building a harmonious society. So I feel that this article can be a good
comparative data to compare with Western and Chinas educational system under the
governments control.
The strength of the article is that author introduces the background of rural
disadvantages children in rural areas in China, currents situation of the DRC, there are
some relevant data about table of RDC educational condition constitution by age or
figure of RDC in the province resident children; also point out that psychological
problems and security issues become increasingly prominent and hidden danger so

that the center government issued a series of policies to address these urgent problem
of educational system. However, the author didnt give an example to compare with
the Western educational system and problems. To highlight the difference, there must
have the relevant data for comparison. I need to collect more data about Western
governments control under education to do a comparison.
The article focus on discusses educational problems and the situation of rural area
education in China. The local government issued with a series targeted policies to deal
with them, such as to establish an education and care system for children in rural
communities to enhance and play the role of education in rural communities or to
suggest about the educational problems of rural left-behind children. Those can be
good evidence and put them into my research. Because there is a special link exist
between Chinese and Westerns education, so I can use so many sources in my
research topic.
The absents of normal family environment, the disadvantaged children in the
underdeveloped rural areas are the most vulnerable in many aspects, such as life,
security, and have created psychological problems, health and education problems,
etc. The government and the society should pay close attention to these issues based
on the fact that such vulnerable groups will join the society in the future. (Page 1)

Rousseau, Jean-Jacques. "Emile, or On Education (1762)." Trans. Allan Bloom. New

Rousseau, Jean-Jacques in France, wrote Emile or On Education in 1762 during


The French Revolution and Rousseau published The Social Contract. And Allan
Bloom translates his book in English in 1979. This book talked about child education,

an exploration of the adolescent and education in female. And Emile is very


interesting: Rousseau as Emiles mentor, he was growing into being to educate him
and guide his behavior.
The strength of book is that use his own experience to tell reader how to educate their
child. I think there is not weakness in this book. I learn from the book is that
education needs to conform childs nature. Children in their critical period though
their own personal experience to feel what they need to learn. Adults should not
impose their will on children and want them continue to finish parents wishes.
The articles focus on child education and how to educate children to the right way.
Rousseau was an early advocate of developmentally appropriate; he used the stage of
his child development reflected his conception of evolution of culture, then he divided
childhood into three: the first to the age about 12, when children are guided by their
emotions and impulses; during the second stage, from 12 to about 16, reason start to
develop; finally the third stage, from the age of 16 onward, when the child develops
into an adult. I should choose one compares with Chinese education and to find
different between both.
Their way of remedying this drawback is to inspire contempt in the children for
their nurses by treating them as veritable servants (Page 45)

Scott, John T. Do You See What I See The Education Of The Reader In Rousseaus

Emile, or On Education is an essay on the nature of education written by JeanJacques Rousseau, who was a famous philosopher. Rousseaus book talked about that

the education problems of children. Based on this book, Scott John as a reader to read
it and then he wrote a review of Emile, or On Education. He says: the present
analysis examines Rousseaus education of the reader of his pedagogical treatise,
especially through comparisons he draws between his imaginary pupil, Emile, and
actual children that are meant to persuade the reader of the truth of what first appears
to be imaginary and the falsity of what the reader previously believed was real
The strength of the review is that not only the Rousseaus point of view that he clearly
explained, but also he combines with his personal experience compared with
education using the comparison results with other countries, a good of illustration of
how the best way to teach children well. But the weakness is too short to talk about
the role of education on children. So I just choose fewer more useful sources to
discuss my research topic.
From the Half-blood prince, I saw that Dumbledore tries his best to let young Riddle
admit his mistakes in orphanage, to give the best education to teach young Riddle and
to help he has a good quality. So I consider that how to make children know that the
importance of education. In the review, I think I can find solutions to solve my
confusion. On page 456, Scott John made a comparison about my pupil and your
pupil between Rousseau and his review. I can use this way to compare with such as
Western and Chinese education.
The continual use of contrasts between Emile and other children, my pupil and
your pupil, is a relatively straightforward device used by Rousseau to educate his
reader to see children properly and thus to persuade the reader of his argument. (On
