Re: Criminal conduct on the National Library premises
Further to my April 4th correspondence on the above-captioned matter, this
is to continue forwarding to your office that which violates the criminal law.
Due to a recent development it is important to embrace what I stated in
that submission:
[T]he conduct, strategies and objectives of the likes of the
Australian Secret Intelligence Organization are protected by
national security confidentiality. It is my position that is the case
except when criminality is involved. Rogue executives, managers
and operatives cannot be afforded the benefit of non-transparency
and allowed to avoid culpability when they break the law,
especially when it involves the kinds and amounts Ive
experienced.
What is now being disclosed requires that I establish my credibility both as
an academic and lawyer.

Second, I commenced a lawsuit in the Federal Court of Canada in
September 2002 in which was named the Canadian equivalent of the ASIO.

The first step the Defendant took after filing its defence was to claim
national security privilege; which was subsequently upheld by a very
biased court. While the litigation didnt get very far procedurally, being
dismissed on a warrantless technicality, my credibility survived; which has
allowed me to argue in other forums of accountability and reform that the
facts pled were never challenged and thus their veracity can from a legal
perspective be relied upon.
I stated this to a group of recipients of a Joint Submission in the Turnbull
government:
Pre-trial I filed seven motions for various kinds of relief. Not once
did the Defendant exercise its rights pursuant to the Federal Court
Rules 1998 and cross-examine me on the affidavit evidence
submitted in support.

I reference the foregoing because the accuracy and credibility
of what was contained in the Amended Statement of Claim is to
be considered true under the law in every other forum of
investigation and fact finding. Consequently, each of you are
entitled and ought to draw the conclusion what I pled is bona fide.
On a newly constructed website, Aussie Intel Reform (AIR), I compiled
submissions, correspondence and evidence that will fully inform you of what
was sued over which is directly linked to why Im being stalked in the
library.
In short, the Canadian intelligence community which engaged in egregious
abuses of power against me dating back to the late 1980s1 made contact
with similarly rogue personnel working at the ASIO and/or like agencies.

I spent many years conducting academic research on why this occurred in a

country perceived to be a mature democracy. Its posted on the website
referenced in the letterhead above. A summary of the findings pages 8 11 of
the Joint Submission.

The

harassment,

intimidation

and

other

criminality

experienced

(reference The Malfeasance List and Photographic Evidence on the AIR

website) for almost thirty years, which I thought I left behind when I flew
to Australia the first week of December, followed me here.
For the purpose of more easily identifying where each instance of stalking
etc. takes place, I refer you to the second attachment to my email;
comprising a floor plan of the Reading Room. Its several years out of date,
but it still affords a reasonably accurate depiction of the layout.

Monday, 3:53: male 50-60-ish, dark grey top, glasses, places right hand
up to his right ear. Hes seated at the last table on the right. [1]
Monday, 4:07: male reading next to magazine rack. Rubs chin for a semiprotracted period. [1]

Monday, 5:21: male 60-ish, grey & white hair, glasses, right hand nose
wipe then both hands rubbing hair in a most distracting manner. [3]
Monday, 5:29: fake blonde, late 20-ish, sitting directly across from male
60-ish, embellishes rubbing back of neck with right hand. [3]

Tuesday, April 5th, 4:12: African-Australian security guard at foyer front
desk sees me approaching and immediately begins to rub his right eye.
Tuesday, 5:57: walk around corner and towards Reading Room front desk,
male 40-50-ish, full beard, glasses, scratches top of his head in a protracted

Tuesday, 6:16: watching CBS news broadcast preview section. Video
stream remotely halted timed to What is that sensation like for your

Tuesday, 6:38: still watching CBS broadcast. Computer screen reflection
captures male, quasi-bald, glasses, walks past library desk scratching in a
protracted manner. [5]
Tuesday, 6:57: watching NBC news broadcast. Reflection of semi-bald male
sitting behind me, embellished movement of right arm timed to In search
of survivors. [5] Within the Canadian and Australian intelligence
community, this comprises a death threat.
Tuesday, 7:15: video remotely halted and the remote start of a 2 minute
segment on Ted Cruz edging closer to Donald Trump. Within the
Canadian and Australian intelligence community, this comprises a reference
to how close in proximity the stalking has been.
Tuesday, 7:31: semi-bald male picks nose timed to Tim McGraw always
stays humble. [5] Within the Canadian and Australian intelligence
community, this comprises the representation the latters rogue personnel
will continue to be perverse and arrogant and belligerent about breaking
the law (reference AIR website.)

Wednesday, April 6th: 1:55: foyer front desk, library employee, nametag
Hugh, sees me enter building and scratches behind left ear in a protracted
manner.
Wednesday, 5:30: male, grey hair, glasses raises arm and scratches top of
head. [3] A short time later he moves to the computer immediately behind
me.
Wednesday, 6:07: raises left hand, index finger touches cheek; timed to
NBC news broadcast and big 20 point victory. [5] Within the Canadian
and Australian intelligence community, this comprises bragging that the
latters rogue personnel will never be held accountability for its criminality.
Wednesday, 6:08: male grabs glasses with right hand; timed to two
excruciating, tough weeks. Within the Canadian and Australian intelligence
community, this comprises a reference to what was done to me on Sunday,
April 3rd, that caused me excruciating pain and which lasted for several

represents that every resource will be mobilized to prevent criminal
accountability and institutional reform.

references the intent by some in the U.S. and other countries to expose
whats described on the AIR website. The latter is another instance of

neck timed to CBS news I cant help but be angry. Within the Canadian

are for my reform and accountability initiatives (as documented on the AIR

rogue personnel will take all steps to ensure there will never be any
institutional reform.
Sunday, April 10th, 3:11: Oriental 20-ish female rubs nose aggressively and
sniffs as I walk out and she enters Reading Room. [10]

Monday, 5:16: 70-ish elderly male, pink shirt with horizontal stripes facing
Reading Room main desk rubs ear right after I turn towards my destination
[5] after chatting with librarian for a few minutes. Turn corner and 20-ish

Monday, 5:46: remotely freeze commercial on CBS news website; had to
refresh the page to gain access to the video.
Monday, 7:01: NBC news, reference to waterboarding; heard loud cough.
[5] Within the Canadian and Australian intelligence community, this
constitutes bragging that what was done to me in Canada and Australia
rises to the level of torture and I can expect more of that to be inflicted
upon me.

Kindly do not draw any conclusions on what has and is now being submitted
until you have reviewed the AIR website with some measure of
comprehensiveness.

The foundational facts and circumstances are

unprecedented; so much so it requires a very open mind. I respectfully

suggest you can feel confident whats presented is bona fide because of my
academic and professional credentials, family pedigree, my credibility
having remained intact viz. the litigation and also the Board of Directors of
the Canadian Governance Reform Council, an academic institute I founded
in March 2012, consists of well-educated professionals, who are highly
respected members of their communities and have been involved in politics
for considerable periods of time (bios).
You are now in possession of and in due course will have more of what
demonstrates that the Librarys computers and Internet system have been
externally compromised and repeatedly. This is a matter I trust you will
investigate so as to protect the electronic integrity of these resources.
I continue to document the malfeasance; and in my next submission am
going to add instances of what is being occasioned to me that is fully
described and documented on the AIR website.
Today, I commenced the process of filing a police report; having attended
at The Civics AFP station. Constable Joel Donney advises that not until he
takes receipt of my evidence will a file number be assigned.
