Summary

Civil Engineer Romeo Estabillo, a graduate from Mapua Institute of Technology passed
the board examination in 1981. He went back to Santiago City, his hometown, to build his own
construction firm. He accepted contracts for residential house construction and his clients grew
in number even the most prominent persons in Isabela asked for his service. He hired two
assistants at first, one is a draftsman who's assigned in the physical documents and requirements
of the contracts and assisting Engineer Estabillo in directing the foremen and the workers and the
second one is assigned in administrative activities. After three years, Eng. Estabillo build an
office in his residential compound and he has two more female employees for the office works.
In the year 1994, he has six full-time civil engineers, two draftsmen, ten administrative
personnel, one messenger and one security guard. His foremen and laborers are contractual
workers. In June 1996, he realized that he needs four additional civil engineers who will work
full-time because the firm is growing. He thinks that he can't be able to perform his duties well
because he is directly supervising all operations in his firm. He also realized that now that the
firm grew, he must decide carefully.

Statement of the Problem

Engineer Estabillo, a Civil Engineer who owns a growing construction firm, needs to add
four additional full-time civil engineers, but he perceives that he cant handle it as he is directly
supervising all operations.
III.

Alternative courses of the Action

Engineer Estabillo must take one step at a time. He must not add four additional civil
engineers who will work full-time. He must just consider maintaining rather than making
his construction firm grow more.
For a company to be considered growing, one of the factors is the number of clients.
Engineer Estabillo can feel that he cant perform his functions effectively as he is directly
supervising all operations. Thats why, he must limit his clients. He must not just accept
clients because the quality of the service will suffer. He must set a quota for the number
of clients.
Civil Engineer Romeo Estabillo is a graduate of engineering. He can now take a
Management course in order for him to effectively perform his functions as he is directly
supervising all operations. He must also take a special training in Engineering
Management and Supervision.
Engineer Estabillo must add four civil engineers who will work full-time in order to
secure the services of his construction firm. He should just make departmental units for
all the Engineers, for the draftsmen, for the administrative personnel and for the other
laborers and hire Managers or Heads for each department.

IV.

Justification
Engineer Estabillo went back to his hometown Santiago City in order for him to build his

own construction firm. Of course, one of the goals is not just building the firm, but also to make
it grow. Now, that the firm is growing, he must do all the possible things in order for him to
handle his company. He must add four civil engineers, and even more. His services' quality and
the satisfaction of the client must always keep in mind. In order for him to organize and perform
his functions effectively, he should make departmental units that will group his employees
according to the relation of their jobs. He should make departments for all the Engineers, for the
draftsmen, for the administrative personnel and for the other laborers and hire Managers or Head
staffs for each department. He must assure that his Human Resource department is reliable and
will just accept employees who are perfectly qualified and will do their jobs well. From this
alternative course of action, he can now perform well all his functions effectively and efficiently
even though his clients and his employees grow in number.
