1.0

INTRODUCTION
This section deals with following systems

be provided in the DCS and UCP (Unit control panel) in main
plant control room for the entire electrical systems as detailed
below.
Control & protection system of Generator, Excitation system,
GT & UAT control & protection system
Control philosophy for various electrical systems of the plant.

UNIT CONTROL PANEL


Hardwired control, Indication, Metering, Annunciation and Mimic diagram
shall be provided in the UCP for the following.

Generator and its accessories


Generator Transformer and Unit auxiliary transformer. The wiring
shall be provided by JSWEVL to SEC.

Unit Control panel (UCP) construction shall be Mosaic grid type on steel
framed painted with powder coating method. The necessary auxiliary
Control supply for UCP shall be redundant.
1.2.1

Control on UCP
Following control function shall be provided in UCP for the systems
indicated in clause 1.2

2) CLOSING & OPENING/ ON&OFF / START & STOP functions:


The closing & opening / ON &OFF/ start & stop functions of all the
breaker and equipment of the systems indicated in clause 1.2.
Hardwired based closing & Tripping/Interlocks and control of 400 kV
GT middle & bus side breaker and its associated isolators are to be
built in the GRP/UCP by the vendor. Provision shall be made for
synchronising 400 kV GT breakers (bus & middle) from DCS as well
as UCP.

Raise and lower function of following equipmentsAVR control
shall be provided on UCP. The raise and lower function of Generator
transformer OLTC control and Generator Speed control is in DCS.

SELECTION
a) Auto, manual, dead bus and off selection facilities of all
synchronising breakers controlled from UCP.
b) Auto or manual mode selection of generator excitation system
(AVR), etc.
c) Synchronising selector switches.
d) Auto trip selection switch for synchronising breaker.

Synchronising gear shall include a check synchronising relay and


synchronising , (double voltmeters, double frequency meters, synchroscope,
guard relay, voltage transformer, lamp indications of different colours (Red,
Green) for check synchronising relay to indicate In-Synchronism and Out of
Synchronism limits, a pair of lamps to indicate In-Synchronism limit by dark
lamp / bright lamp method. )
Auto Synchroniser shall be provided. Auto synchroniser shall synchronise the
generator to the grid automatically after synchronising the two systems by
closing the Generator transformer circuit breaker. The equipment shall be
supplied to control both the voltage and frequency of turbine generator set to
match with those of the grid.
1.2.2

Indication on UCP
Following indication shall be provided on UCP for the systems indicated in
clause 1.2 above using coloured LED and discrepancy switches.
a)
ON, OFF, and trip/trouble, LED type indication and switch of nonsynchronising breakers and isolators in tie.
b)
Open and close status 400kV breakers, isolators and earth switch.
c)
Close/open indication and switch of /trip/trouble status of all
synchronising breakers using discrepancy switches having clustered
LED type lamps.
d)
GT OLTC tap position indication.
e)
Healthiness of UCP AC & DC control supply.
f)
ON /OFF/TRIP status of chargers and UPS.
g)
Healthiness of Turbine-generator set, GT & UAT.
h)
Excitation system ON/OFF.

for indication on UCP shall also be considered.
The discrepancy switches shall have in built clustered LEDs which shall flash
during discrepancy and glow continuously to indicate breaker ON status.
Red & Green LED for check synchronising relay to indicate In-Synchronism
and Out of Synchronism limits, a pair of lamps to indicate In-Synchronism
limit by dark lamp / bright lamp method shall be provided.

Following metering shall be provided on UCP.

three phases. Generator speed, frequency.
AVR auto and manual channels set point in %, Deviation in %, AVR
out put voltage and current, Generator rotor voltage and current and
Exciter voltage and current.
GT & UAT MW, MVA, MVAR & Current (all three phase) on HV/LV
and generator 16.5kV & 400kV sides.
GT, UAT winding temperature Indicator.
400KV switchyard voltage, frequency of each bus bar.
6 by 2 inches Separate large size Digital display Units (DDU) for
Generator, MW, MVA & Hz, Grid Frequency, Net MW export.

All the meters indicated above should be analog, taut band type, 72 x 72 size
and shall have 270 degree wide scale unless otherwise specifically called at
some other place in this specification.
The accuracy of all meter shall be class 1 except TVM (Trivector meter).
TVM of generator shall be of class 0.2.
TVM shall have meter-reading facilities collection or shall have facilities to link
with PC for data retrieval and shall have data back up of 60 days.
The transducers for converting generator voltage, MW,MVAR,MVA,small
frequency,current,voltage,power factor, field voltage, field current shall be
included and shall comply with the following requirements: (1) Minimum Two galvanically isolated O/P

1.2.4

RECORDERS on UCP (not applicable)

Apart from the recording system provided in the plant control system,
dedicated hard wired Electronic Paperless recorders with sampling time
of 01 millisecond to display and store variation following signal shall be
provided in UCP.

(c) Generator Active power (MW)
(d) Generator Temperature.
Recorders for any other signals indicated in other section of this specification
shall also be provided.

1.2.5

Annunciation on UCP
Annunciation (alarm & facia windows) shall be provided for all alarms/ trip /
abnormal conditions as indicated in respective sections and as may be felt
necessary during detailed engineering.

1.2.6

Mimic Diagram in UCP

A mimic diagram depicting the entire electrical systems indicated in the clause 1.2
above shall be provided in UCP. The different system (AC) and voltage level (400kV,
16.5kV, 6.6kV) shall be identified using different colours in mimic diagram. The
metering, indications, switches etc shall be located and coloured in co ordination with
mimic diagram.
1.3

DCS
Control from UCP and DCS shall be totally independent (i.e. hardwire control
for UCP which shall be independent of DCS). Measurement and display of
Generator bearing and winding temperature, seal oil pressure, H2 pressure
and H2 purity etc (The detailed list will be furnished during detailed
engineering) shall be provided on the DCS . The contractorSEC shall provide

necessary transducers and interface relays for the above parameters at their
control panels.
1.4

The minimum requirement of measurements, alarms, controls, indications to


be provided in back up control desks are indicated in various sub sections of
this specification under relevant equipment and in drawing No. TCE.4783738-AU-3002.

1.5

UCP shall be provided with all the synchronising switches, selector switches,
push buttons, indicating lamps as needed for the control of the systems
envisaged.

1.6

The interlocks for the auxiliary power supply system shall be hard-wired
interlocks.

1.7

The discrepancy switches, selector switches, meters, indicating lamps, etc. in


the control desk shall be of miniaturised versions.

Technical particulars of the equipment as per the following table.

2.0

GENERATOR PROTECTION

2.1

Separate generator protection panel (GRP), which comprise complete


protection system consisting of protective relays, auxiliary relays, timers, etc.,
shall be provided to protect the generator and its sub systems.

2.2

All the protective relays, auxiliary relays, timers, etc., to protect the
complete generator and its subsystems shall be housed in generator relay
panel (GRP). All the protective relays shall be numerical type with serial
interface facility to communicate with DCS. The no. of numerical relays to be
provided shall consider that all generator protection functions are to be
duplicate. The controller shall establish the serial communication between the
protective relays and DCS system.

2.3

Protection Philosophy

1.1

The protection philosophy of all equipment shall be divided into two


groups as indicated in the main One Line Diagram Drg No. TCE.4783-738AU-3002. Complete protection of the respective equipment shall be fully
available even if either of the groups is not available. Hence, both groups of
protections shall be mechanically, physically and electrically separated into
two separate and independent systems. Each group shall be receiving all ac
and dc signals from dedicated set of devices. Similarly these two groups
shall be provided with DC supply from two separate feeders. However the
relays in both the groups shall be tripping the respective circuit breaker
through both trip coils I&II. Suitable programming, testing & calibration
facilities with necessary software, program unit/laptop etc., shall also be
provided.

1.2

The generator protection system relays shall be classified into three


categories viz.,

Class-A (Trip Turbine, 400kV GT breakers (2nos.), Field Breaker,


6.6kV UAT breakers and initiate auto changeover of 6.6kV breakers).
Class B trip (turbine is tripped first for turbine faults and certain
electrical faults & autochange over of 6.6kV auxiliary system is
initiated, subsequently Class A trip is initiated on sensing reverse
power through class-A trip relays),
Class-C trip (400kV GT breakers are tripped).

Accordingly all the relays shall be divided into these three modes of tripping.
In case of 400kV breaker tripping due to protection, house load operation of
the unit shall be allowed. Suitable scheme to be
given by the
ContractorSEC.
1.3

The protections envisaged in GRP are listed below. All generator


protection relays shall be duplicated. Also main one line diagram TCE.4783738-AU-3002 indicates the various protections envisaged. Both the list and
the drawing shall be considered complementary to each other and all the
protections indicated shall be provided. Each of the protection listed below
shall be provided in both the groups as indicated in the main One Line
Diagram Drg No. TCE.4783-738-AU-3002. CONTRACTORSEC shall include
any additional protections deemed necessary by him for the equipment
offered even if not indicated in the list and the drawings.

Supervision relays for tripping relays (98GL1 to GLX)

1.4

The CT & PT calculation & parameters shall be furnished considering the


protection and control requirements specified herein.

1.5

Auxiliary VTs and Auxiliary CTs, if required for the protection systems
shall be indicated. The parameters of the same shall be selected to suit the
application and the same is subject to approval of owner. Terminal blocks for
CT wiring shall be with disconnecting links.

2.4

Type of relays shall be Numerical that meet the protection philosophy


described above and the various performance requirements / characteristics
required for fully protecting the intended equipment are considered
acceptable.

2.5

The characteristics and relay setting ranges included in this specification are
typical and for the guidance of the CONTRACTORSEC only. The functional
requirements and characteristics of the relays specified are the minimum
required. The responsibility of establishing the equivalence or superiority of
relays offered vis-a-vis the stipulation of the specification rests with the
CONTRACTORSEC.
ContractorSEC shall furnish recommended relay
settings with back up calculations for entire station.

2.6

Adequate number of wipe out timers having time delayed opening contacts
shall be provided to enable reset of Generator Trip relays (86 G). The setting
range of above timers shall approximately be in the range of 1-10 seconds. It
shall have adequate number of contacts as required by the scheme.

2.7

Trip Matrix required for implementing class A/B/C tripping schemes shall be
provided by the CONTRACTORSEC and shall be indicated in block interlock
diagrams to be submitted.

3.0

SPECIFIC REQUIREMENTS

3.1

The protection system shall comprise pre-engineered modular or discrete


self-contained system comprising numerical relay.
In addition to the
relays/protections mentioned in this specification, any additional
protections/relays considered necessary by the CONTRACTORSEC for his
system shall be included and offered by the CONTRACTORSEC.
Separate Relays shall be provided for UAT Differential and Over Current
protection.

Discrete relays shall be provided for 87OA, 60G11, 60G12, 60G21, 60G22,
60G31, 60G32, 61B and shall not be part of composite numerical relays.

3.2

Two Nos. DC supply shall be arranged by the purchaser for the GRP from two
different sections of DCDB. These supplies shall be taken through a selector
switch with the positions, viz., independent, source-1 & source-2. In the
Independent position Group-1 & 2 protection system shall be fed by source 1
& 2 respectively and the common services from any one of the sources. In
case of failure of any one source (say source 1) switch shall be changed over
to the other source (source 2) and complete DC supply requirement of GRP
shall be fed from the other source. Third DC supply for dead machine
protection shall be provided from station DCDB. In addition, dead machine
protection scheme shall be electrically and physically separated from other
protections.
DC auxiliary supply shall be supervised by supply supervising relays. The NC
contact of the relays shall be delayed on drop off by approximately 100 to 200
msec. For annunciation UCP/DCS. The relay shall be provided with flag
indicator wherever required. White colour supervision lamps of clustered LED
type shall be provided for DC supply monitoring on GRP.

3.3

The relay panels shall be provided with supervisory system facilities to


indicate the location of the failed component when pre-engineered protection
system is offered. On-line testing facility In-Built in the relay panel shall be
provided.

3.4

Either hand reset mechanically operated operation indicator or LED with reset
push button shall be provided for protective relays. They shall be arranged to
operate only when tripping current passes through output circuit of the relay.

3.5

In addition to the contact required as per schemes, CONTRACTORSEC shall


wire out to the terminal block 2 NO & 2 NC spare contacts of each of the
relays.

3.6

The protection scheme shall include all the necessary contacts to achieve
the schemes required, alarms / Trip conditions / Abnormal conditions of
individual relays in DCS/UCP, annunciation windows, sequence event
recorder and for switchyard control panel (SCP) annunciation wherever
required. Contact multiplication relays for 400 kV GT circuit breaker and
associated isolators shall be provided for this purpose and the status
indication of the same shall be shown on SCP. The lockout relay operation
and certain grouped alarms shall be available in the 400kV switchyard control
panel. DCS / SER shall have a time resolution of 1 (one) ms

3.7

Relay & Control Panels shall be supplied with anti vibration pads. A
clearance of 300 mm shall be maintained between terminal blocks and gland
plate and 150 mm between two rows of terminal blocks.
