Drug Testing Policy

The college maintains a drug-free educational environment and requires all students to remain
free of the unlawful and/or inappropriate use of controlled or illegal substances. A student is
subject to testing to show proof of a physical condition free from the unlawful and/or
inappropriate use of controlled or illegal substances or the use of prescription medication for
which the student does not have a valid prescription or which a student is using in a manner
inconsistent with a physician's directions. Drug testing (at the college's expense) will be required
whenever the dean for campus life, or his/her designee, suspect or have reason to believe that
a student might be engaging in the unlawful and/or inappropriate use of a controlled or illegal
substance, or the inappropriate use or abuse of a prescription medication, whether on or off
campus.
Reasonable grounds for requiring a student to submit to a drug test may include, but are not
limited to, the following:

Incoherent communication or inexplicable behavior

A pattern of tardiness and/or absenteeism from class

Suspicious odors on person, clothing, and/or other property

Sudden, inexplicable decline in academic performance

Possession of drug paraphernalia

Prior positive drug test results

Arrest, citation, or conviction for a substance-related offense by college or public law


enforcement authorities

Observation of substance use or physical symptoms or manifestations of impairment,


incoherency, or erratic, inexplicable conduct

A report of substance abuse or use provided by a reliable and credible source

A student who refuses to submit to a request for drug testing from an authorized college official,
refuses to authorize the release of test results to the college, or tampers with a drug test sample
will be disciplined up to and including dismissal from the college. A positive drug test that
confirms that a student has engaged in the unlawful or inappropriate use and/or abuse of
controlled or illegal substances, or inappropriate use or abuse of a prescription medication,
whether on or off campus, will result in disciplinary action including, but not limited to,
suspension or dismissal from the college.
Drug testing will be conducted at a lab selected by the college and certified to conduct drug
testing.

If use of drugs/anabolic steroids or alcohol is confirmed


First Infraction

The vice principal will contact the parents to remove the student from school and make
arrangements for the mandatory medical examination pursuant to the statute, N.J.S.A.
18A:40A-12.

5 days of prevention/education program

5 counseling sessions with the student assistance coordinator (SAC).

The student may eligible to return to the activity upon completion of 2 educational and 2
counseling sessions. In addition, student will be required to submit a clean re-entry
screen 2 weeks following the initial infraction. Upon receipt of a negative, the student
may return to the activity. Failure to meet these criteria as scheduled will result in
removal from extra-curricular activities.

Students in violation of this policy while in their out-of-season period will have their
activity suspension applied at the time that they resume that activity or an activity in
which they have previously participated.

The student assistance coordinator will make recommendation with regard to an


evaluation plan. Student must follow all recommendations. Student may attend the
prevention/education programs or sign into and complete a drug/alcohol in-patient
rehabilitation program and continue an aftercare program with the high school student
assistance coordinator. Attendance in the rehabilitation program must begin within one
week of the offense. An information release form must be available to the student
assistance coordinator. The parent(s) is/are responsible for the cost of the rehabilitation
program.

Second Infraction

The vice principal will contact the parents to remove the student from school and make
arrangements for the mandatory medical examination pursuant to the statute, N.J.S.A.
18A:40A-12.

Student will be removed from participation on athletic team/activity or parking for a


period of 60 days from the date of the second positive test.

Five days of prevention/education program.

Minimum of 10 counseling sessions with the student assistance coordinator (SAC).

Intervention by the student assistance coordinator with student, parent and others
deemed necessary to determine treatment.

Student may attend the prevention/education programs or sign into and complete a
drug/alcohol in-patient rehabilitation program and continue an aftercare program with the
high school student assistance coordinator. Attendance in the rehabilitation program
must begin within one week of the offense. An information release form must be
available to the student assistance coordinator. The parent(s) is/are responsible for the
cost of the rehabilitation program.

Student must submit an alcohol and drug test free of alcohol and/or any controlled
dangerous substance prior to participation after the 60-day suspension.
