for air transport to Japan at WC and would like to know all the rules and regulations about the
Humane Transpoft of Horses. She would like clarification of what is allowable as she feels she is
witn essing issues/violations.

Good Afternoon,
Here is the brief report of the draft horses' export to Japan (Exporter-
-l was scheduled for the loading of the crates at the airport yesterday Sept 11, 2Ol7 @ 7.45 PM
-The loading of crate was completed by 8.45 PM and there were no issues.
. checked with broker and as per the chat yesterday plane was going to arrive at 7.00AM on Sept 12,20L7,
Loading of the crate into plane was at 9.00AM and departure of the plane was scheduled at 11.00AM
-lnspector was on schedule and I informed her. She was checking on meeting that 36 hrs window and
confirmed with her that yes they are meeting 35 hrs. window (without food and water)
-These are the lighter horses (Total 106 horses, 20 crates with 4 horses, 8 crates with 3 horses and one crate with 2
horses)
-As per the OGE guideline we can allow 3 to 4 horses per crate and weight should not go beyond 5400lbs (2903 kg) and
was compliant. (See the attached weight chart).
-Today morning Sept 12, 2017 ffent to the airport and plane was not there. Upon inquiry we came to know that
plane is arrived at 9.00AM.Plane/crew were delaved due to hurricane in USA.
-revised set time for plane loading was 10.50 AM and departure time was set to 12.50 PM
-Received a call from I and I talk to her with the permission from She was
concerned about delay and 36 hrs. time window but I assured her that we are keeping close eye on this delay and we
will make sure everything will be compliant and she was ok with my all conversation and calculations of time starting

approx. 33 hrs and will be in compliant with 36 hrs rule of off feed and off water
r As per the SOP, if something emergency landing is required always have landing in Anchorage, Alaska, USA
where they offload, feed and water the horses. We have that scenario couple of time in past.

I arrived at the Calgary lnternational Airport at 8:30am and was informed by
that loading of the plane was delayed again, we
start loading at 10:50 am.

On Septemb er 1.2th,201-1, a' message was left on Calgary Animal Health phone line indicating that she believes that she is
witnessing inhumane transportation of horses at the Calgary Airport. Horses are destined to Japan for slaughter. She has
videos and photos with time stamp. She would like to obtain additional information on regulations related to humane
transportation. ln addition, we have received another call related to the same issue.
Action: CFIA staff has been closely monitoring this shipment. Though, there have been delay in the departure of plane
due to hurricane in USA, the horses export from quarantine farm in Alberta to quarantine farm in Kagoshima, Japan will
be approx. 33 hrs and will be in compliant with 36 hrs rule of off feed and off water. CFIA Veterinarian has provided
response to one caller and ensured that the CFIA is closely monitoring this shipment. Other caller will be referred to
Western Area communications unit for follow up.

Below is the issue. Please note called me indicating AnimalJustice Group contacted National Media
Relations and they provide local number.
lssue:
On September 12rh,2OL7, a message was left on Calgary Animal Health phone tine indicating that she believes that she
is witnessing inhumane transportation of horses at the Calgary Airport. Horses are destined to Japan for slaughter.
She
has videos and photos with time stamp. She wouJd like to obtain additional information on regulations related to
humane transportation. In addition, we have received another call related to the same issue.
Action: CFIA staff has been closely monitoring this shipment. Though, there have been delay in the departure of plane
due to hurricane in USAv the horses export from quarantine farm in Alberta to quarantine farm in Kagoshima, Japan will
be approx. 33 hrs and will be in compliant with 36 hrs rule of offfeed and off water. CFIA Veterinarian has provided
response to one caller and ensured that the CFIA is closely monitoring this shipment. Other caller will be referred to
Western Area communications unit for follow up.

- was scheduled for the loading of the crates at the airport yesterday Sept 11, ZA:T @7.45 pM
-The loading of crate was completed by 8.45 pM and there were no issues.

and confirmed with her that they are meeting 36 hrs window (without food and water as per the regulations)
-These are the lighter horses (Total 106 horses, 20 crates with 4 horses, 8 crates with 3 horses and one crate with 2
horses)
-As per the OGE guideline we can allow 3 to 4 horses per crate and weight should not go beyond 6400Lbs
(2903 kg) and
