Message

Development induced rehabilitation of affected people is a national


problem which is assuming importance, as the strive for economic
development is at the forefront and acquisition of land for various
developmental projects is ongoing. Development of hydro projects is
site specific for which land acquisition is inevitable. Although, the aim of
hydropower generation is basically to benefit the society at large, it
invariably has impact on the people from whom the land is acquired, as
they become landless/houseless leading to traumatic socio-cultural
consequences, which ultimately disrupts basic fabric of the society.
NHPC is conscious of the plight of the people who are sacrificing their
resources for the larger benefit of the society. In order to prioritise the concerns of the people and
ways & means to resolve the problems faced by them, a Resettlement and Rehabilitation Policy of
NHPC has been formulated. The policy envisages to reduce distress of the affected people and
provide for an institutional mechanism for implementation, monitoring, conflict resolution and
grievance redressal related to R&R. It lays emphasis on provision of basic services for the resettled
community enabling them to cope with relocation, also extending benefits to host community. The
Policy caters to the displaced and vulnerable communities and peripheral development of project
areas. The core provisions of NHPC R&R Policy 2007 are mainly derived from the National
Rehabilitation and Resettlement Policy-2007 notified by the Ministry of Rural Development ( MORD),
Govt. of India, and also contains some additional benefits for the affected people.

I am confident that implementation of NHPC's R&R Policy will resolve problems of the affected people
to a considerable extent and at the same time; pave a path for timely completion of hydro projects.
