LETTER OF INTRODUCTION /APPEAL FOR MUTUAL STRATEGIC COMMUNITY RELATIONS IN OIL P
RODUCING COMMUNITIES OF AMANBRA STATE.
It is with a deep sense of duty and responsibility that we write you this memora
ndum.
Association for Environmental Petroleum of Mineral Producing Communities in Anm
abra State (ASEP) is a non-governmental organization promoted by patriotic indig
enes of Anambra State. The organization was duly registered under Corporate Affa
irs Commission at Abuja vide No. CAC/IT/NO37110 dated 4th February, 2010.
Central in its principles are:
1. Commitment by major stakeholders –Governments (Federal, State, Local), com
panies and their staff, communities – in developmental projects through prospectin
g, exploration and extraction of mineral resources that abound in Anambra State
of Nigeria.
Openness, popular participation, transparency inclusive and accountability on al
l matters relating to such developmental projects.
Technical competence, credibility and independence that is free from political m
anipulations.
Our main aim of forwarding our memorandum to you at this most auspicious moment
is formed by the fact that we are experiencing the emergency of a global civil s
ociety that is creating new opportunities that build a democratic and humane wor
ld in the face of environmental, economic, social and political challenges that
are interconnected. That your company forms major players in his fast- emerging
global system should not be over-emphasized, hence the inevitable challenges whi
ch your company’s activities a would expectedly impact on the welfare –cum living co
nditions of numerous host communities need to be seriously and timely put into
consideration.
We are fully hopeful that Orient Petroleum Resources strives to explore and prod
uce oil, pay taxes and royalties and contribute to the overall economic developm
ent of the State nay Nigeria in general and the host communities in particular.
As a watch – dog, the essence of ASEP’s founding includes:
To sensitize the people of Anambra State, mobilize and stimulate their interests
in the opportunities that abound in the Petroleum and other Mineral Resources I
ndustries in the State.
To highlight the potentials for prospecting and production of Oil and Gas and ot
her Mineral Resources in Anambra State and the attendants benefits to the State
and its citizens.
To embark on public enlightenment programmes on ways to prevent and control the
harmful effects of oil / mineral production which includes destruction / disrupt
ion of the entire ecosystems, environmental degradation, heavy presence of acid
rain water and air pollution in Anambra State.
To promote the conservation of natural vegetation, tree planting as well as cons
truction of retainer walls, drains etc.
To ensure positive utilization of Ecological Protection Funds which are made ava
ilable to the State from time to time through the Federal Budget and other Donor
Agencies?
To solicit peaceful and cooperative disposition from mineral producing communiti
es in Anmabra River Basin and Niger/Ulasi River Basin Development Authorities on
petroleum and other mineral resources development projects.
From the forgoing, we want to believe that our organization will always be readi
ly disposed to advocate for promotion of harmonious relation between your compan
y and its publics – the workers and the host communities – through proactive or pree
mptive measures, policies and actions.
Unemployment remains a single most important reason for poverty, which brings ab
out social exclusion and poor social cohesion.
The impact of your Company’s activities when fully operational ca n expectedly be
overwhelmingly hazardous where they border much on the focal point of the host c
ommunities’ ecological environment. We hope that you would without prompting read
ily assuage the envisaged pains of the host communities through prompt release o
f adequate and realistic socially responsible corporate packages in order to add
ress the host communities’ core social and physical development needs that may o
ccasionally arise in the course of your Company’s normally business operations. T
here is the need for social inclusion, which includes capacity building projects
, training, education and other developmental efforts which will go a long way t
o help reduce the ills associated with social exclusion through active participa
tion in growth and development by all stakeholders in the PROJECT.
Finally, we hope that in due course your company would encourage effective open
and transparent communication, which will generate trust on issues affecting har
monious relations.
