    The regular meeting of October 4, 2010 was called to order with 10 people in attendance. The minutes and finance reports were approved and bills were paid. The 2011 budget was amended and approved to account for dike recertification expenses. Cass Rural Water will increase rates in January 2011 and funding requests were made for city dike recertification and potential improvements to the Richwood dike. Gaming permits were approved and reports were given on homeowner association activities, signs for the bike path, and clearing culvert blockages. Monte Thompson resigned due to a move and Bekki Hill was appointed as his replacement.

    Regular Meeting

    October 4, 2010

    Meeting called to order at 7:30 PM with the following in attendance: Darren Wetzel, Scott Leverson, Monte
    Thompson, Nick Gludt, Bekki Hill, Meghan Edwards, Daniel Edwards, Jeremy Denault, Cass Deputy Fix,
    Mary Howatt.

    Minutes and finance report approved.

    Motion Thompson - second Leverson to pay bills: Cass County Electric $525.60, Forum $51.84, US Treasury
    $214.20, Bravenet.com $107.95, Harwood State Bank $10, Cass County Electric $556.94, Qwest $56.47, City
    of Fargo $14, Cass Rural Water $3351.33, Metro Disposal $1805.40, US Treasury $206.55, Starion Bonds
    $7418, Airborne Custom Spraying $1215. Motion carried.

    Discussed 2011 budget and adjusted for dike recertification expenses. Motion Thompson – second Leverson
    approving amended budget and levy. Motion carried on roll call vote.

    Cass Rural Water will increase rates January 2011. City rate discussion tabled.

    Wetzel signed provisionally accredited letter for dike recertification. Gludt updated on flood risk reduction
    project application and water line tie-in. Wetzel requested Moore make funding request for city recertification
    and potential Richwood dike improvements.

    Motion Leverson-second Thompson approving payment to Moore Engineering for 167th paving in the amount
    of $3655.65. Motion carried.

    Motion Thompson - second Leverson approving gaming permit for Firefighters for Oct. 23. Motion Leverson –
    second Thompson approving gaming permit for Firefighters for March breakfast. Motions carried.

    Report by Deputy Fix. Denault made report on behalf of Homeowners Association. Wetzel authorized signs for
    Richwood Park bike path. Leverson reported culvert blockage in city and was authorized to clear them this fall.
    Discussed December meeting conflict; meeting tentatively changed to Dec. 7.

    Thompson resigned due to move from city. Motion Thompson – Second Leverson appointing Bekki Hill as
    replacement.

    Next meeting will be Nov. 1.


    Meeting adjourned at 9:15 PM.
