Argusville City Council Regular Meeting

Meeting called to order at 7:30 with the following in attendance: Darren Wetzel, David Becker, Scott Leverson, Randy Teberg, Gary Tandsater, Brandon Oye, Larry Carlson, Trish Campbell, Jeremy Denault, Steve Lovejoy, Rod Clouse, Kirk Howatt and Mary Howatt. Minutes & balance report were approved as read. Motion Teberg Second Leverson to pay bills as follows: Cass County Electric 525.60, Forum 73.44, Thorsteinson & Sons 1215, Nepstad Oil 458.75, Ohnstad Twichell 225, US Treasury 139.65, Wetzel Farms 245, Mary Howatt 76.18, ND League of Cities 514, Nedrebo Backhoe 2500, Gary Tandsater 60.18, Qwest 56.62, Cass County Electric 564.44, City of Fargo 14, Cass Rural Water 2443.50, Metro Disposal 1920, US Treasury 179.55, Scott Holman 42.75, Sam Lockhart 45.60, USPS 132, Gary Tandsater 107.18. Motion carried. Carlson requested property line adjustment between his property and the citys. Wetzel will refer the matter to the attorney. Options for managing the Argusville School were discussed. The attorney will send the owner a maintenance letter. Access to mowing areas is obstructed by safety fencing. Tandsater will create temporary access. Flood project worksheets have been completed and submitted to FEMA. Discussion regarding former 609 Centennial residents outstanding payment. City will take deposit and resubmit bill to the party for remaining expenses. Bridge replacement progress has been delayed. Concerns may be referred to Kevin Gorder at the DOT. Campbell inquired about curbside recycling. A survey with specific costs and services will be done to gauge community interest. Oye provided project updates. CR 4 schedule has been moved to 2012. Bids received for the water reservoir project came in over the cost estimate. Moore is exploring contract options with Cass Rural Water. Water issues in the 167th pump station area are under review; Tandsater and Clouse offered an alternative drainage solution. Oye will check into options. Denault provided HOA report. Request for posting park signs and sending notice in future prior to 4th of July regarding responsible fireworks usage. The city proper has skunk problems. Leverson is the trapping and disposal contact. Residents are discouraged from leaving out food for animals as it may attract pests. Tandsater requested more mosquito dunks. Kirk Howatt suggested a hormone product that prevents adult emergence. Council authorized purchase from mosquito fund for case of supplies. The following motions were carried on roll call vote: To appoint Gary Tandsater to the open council position. To recommend signing the Metro Disposal contract. To reject bid from Key Contracting for Water Reservoir Improvement 2011 due to being over 40% over engineers estimate. To allow Jim Richards to parcel out his property along CR 4 with assistance of Ohnstad Twichell according to the proposed map.
