This is to direct you to take necessary steps to ensure that all Secretaries and Heads of the Departments leaving station on duty comply with the following:
01. All Officers shall be in Trincomalee in their offices at least 15 full working days of 24 hours in a month.
02. They need not give priority Itf Norkshops and seminars over to the work in their office.
03. They shall try to line-up and arrange their programmes so that they minimize the stay in Colombo.
04.
If there is no one to act for a particular Officer/the Head of the Department/Secretary in charge shall not leave the station.
05. Any Officer who undertook to cover up the duties of another officer should not leave the station.
06. It is up to the Officers to prioritize the prograrrunes out side the station and attend only the very essential programmes personally and send their representatives for the thers,

Applications for Permission to leave station on Duty

The requirement to give adequate notice when required to be away from station on duty by Secretaries of Ministries Deputy Secretaries, Project Directors and other senior officers with the sanction of the Governor, need not be over emphasized.
However, this directive which was discussed at several meetings is practiced more in the breach negating the very purpose for which approval is sought Certain applications are received at this Secretariat on the day or sometimes even after the officer had left the location.
It is the common practice to provide reasonable notice when meetings/seminars! workshops etc, are held by various ministries and organizations. Rather than waiting for the last moment to request approval, it would be not only necessary but also to the advantage of the administration that adequate notice is given, except for in special instances where such notice cannot be given for valid reasons.
Commencing from 1st January 2007, please provide in advance your proposed monthlY! programme to this secretariat in addition to the formal applications as presently done. This would i: enable this Secretariat to organize the central programmes more effectively, with the maximum participation of key decision makers in the Province.

It has been observed that Secretaries and Deputy Secretaries are spending more 'fime'--i1f--COTofii~--a~ other places on official duty _ It was found that no one has information about their whereabouts or the purpose of their trip outside, NEP_ Very often no acting arrangements were made to cover their absence. Therefore as from '.9.99 all Secretary/Deputy Secretary will apply for permission to leave station to the Hon.Governor and obtain approval before they leave. Following information should be stated in their leave application.
1. Date of Departure
2. Date of Return
3. Purpose of the trip
4. Acting arrangement
5. Contact telephone number when not in station
Acting officers should be informed of the arrangement. They should not leave station while agreeing to act.

In future all Secretaries / Deputy Chief Secretaries/ Project Directors and Regional Commissioners should obtained express approval of the Governor, NEP in writing prior to leaving station on leave or on official business.
02 In circumstances where there is insufficient time to obtain written approval due to short notice! sudden requirement, the individual officer is required to obtain verbal approval over the telephone prior to leaving station & submit the written application for covering approval.
03 Strict compliance of above is necessary.
