Could you please look into this matter and confirm present position regarding completion oftha agreed tasks as mentioned in paragraphs 9,12,13,14,15,16,17 and 18 of the Agreed Minutes.

I would stress the importance of timely action by the PMU, since tile NEP Adminis'tration and its capability to implement other such projects will be clearly determined by the progress as well as the management of NEIAP. In this sense, I would urge greater and closer supervision of the PMU.

I also regret that I have not been posted on such progre~s monthly. by a review of activity, neither have I received any copy of the minutes of the Steering Committee other than the first. I would appreciate such direction being given to

01. Advance Progr;anune

a.

Secretaries and Deputy Chief Secretaries and Deputy Secretaries shall submit their monthly advance programme to Chief Secretary and obtain approval before the 25th of the previous month. Any deviation to the approved advance programme also should be submitted to chief Secretary for approval. At the end of the month the diary abstract should be forwarded to the Chief Secretary.

b. The brief of the important programmes attended should be submitted to the Han .. Governor with copy to the chief Secretary before 10lh of the following month.

c. Advance programme of the Heads of Departments should be submitted to the respective Secretaries with copy to Chief Secretary. Monthly brief of programmes attended also to be submitted to the Secretaries with copy to Han. Governor and chief Secretary.

OFFICERS LEAVING STATION ON DUTY

This is to direct you to take necessary steps to ensure that all Secretaries and Heads of the Departments leaving station on duty comply with the following:

01. All Officers shall be in Trincomalee in their offices at least 15 full working days of 24 hours in a month.

02. They need not give priority Itf Norkshops and seminars over to the work in their office.

03. They shall try to line-up and arrange their programmes so that they minimize the stay in Colombo.

04.

If there is no one to act for a particular Officer/the Head of the Department/Secretary in charge shall not leave the station.

05. Any Officer who undertook to cover up the duties of another officer should not leave the station.

06. It is up to the Officers to prioritize the prograrrunes out side the station and attend only the very essential programmes personally and send their representatives for the thers,

In future all Secretaries / Deputy Chief Secretaries/ Project Directors and Regional Commissioners should obtained express approval of the Governor, NEP in writing prior to leaving station on leave or on official business.

02 In circumstances where there is insufficient time to obtain written approval due to short notice/sudden requirement, the individual officer is required to obtain verbal approval over the telephone prior to leaving station & submit the written application for covering approval.

LEAVE OUT OF THE ISLAND APPLICATIONS FROM PUBLIC OFFICERS

Hon. Governor has directed that all Secretaries have to recommend applications from Public Officers to avail leave out of the island, with the following informations:

(a) Relevant Section, Chapter of the Establishment code

(b) No. of days unutilized vacation leave available for the current year and the preceding year

(c) Clearly to indicate the purpose of their leave

:=ro... 1st of Apr;!, 2006 no ncmination for Training courses or Seminars abroad by outside Organizations will be entertained. Any evidence of canvassing will be disciplinarily dealt with.

All courses/Seminars in future will be received by Governor's Secretariat, who in turn will instruct the respective Ministry to select the suitable candidate by calling applications/nominations by a selection board.

Such selection will have to be forwarded to Governor's Secretariat with the Board proceedings for approval.

This instructions needs to be given wide publicity.

Applications for Permission to leave station on Duty

Date: 27.12.2006

The requirement to give adequate notice when required to be away from station on duty by Secretaries of Ministries Deputy Secretaries, Project Directors and other senior officers with the sanction of the Governor, need not be over emphasized.

However, this directive which was discussed at several meetings is practiced more in the breach negating the very purpose for which approval is sought Certain applications are received at this Secretariat on the day or sometimes even after the officer had left the location.

It is the common practice to provide reasonable notice when meetings/seminars! workshops etc, are held by various ministries and organizations. Rather than waiting for the last moment to request approval, it would be not only necessary but also to the advantage of the administration that adequate notice is given, except for in special instances where such notice cannot be given for valid reasons.

Commencing from 1st January 2007, please provide in advance your proposed monthlY! programme to this secretariat in addition to the formal applications as presently done. This would i: enable this Secretariat to organize the central programmes more effectively, with the maximum participation of key decision makers in the Province.

1. ORGAi'iISATION CHARTS

All Departments to send their Organisation charts indicating names of staff Grade Officers of their Divisional I District Institution , the total number of employees available in each Divisions/Districts/Unit as the case may be, and the approved cadre in respect of each Divisions/District/Unit, and vehicles before 1st June 1999.

2. ANNUAL REPORTS FOR 1998

Annual reports of each Department for 1998 to be sent before 1;;1; June 1999. Most Departments seem to have sent their reports to Deputy Chief Secretary (Provincial Public Administration). If so, a copy to be sent to this Secretariat.

'3. MONTHLY REPORTS

Monthly reports on progress of development and other activities, details of visits, inspections etc., to be sent to the respective Secretaries with copy to me. These reports should be sent before 15th of the following month.

It has been observed that Secretaries and Deputy Secretaries are spending more 'fime'--i1f--COTofii~--a~ other places on official duty _ It was found that no one has information about their whereabouts or the purpose of their trip outside, NEP_ Very often no acting arrangements were made to cover their absence. Therefore as from '.9.99 all Secretary/Deputy Secretary will apply for permission to leave station to the Hon.Governor and obtain approval before they leave. Following information should be stated in their leave application.

1. Date of Departure

2. Date of Return

3. Purpose of the trip

4. Acting arrangement

5. Contact telephone number when not in station

Acting officers should be informed of the arrangement. They should not leave station while agreeing to act.
