PART 1: Rules and Regulations
1.1 Regulations:
This is a UCI Class 1 event, held under UCI regulations and USAC Permit. The UCI
scale of penalties shall apply.

1.2 Participation:

1.2.1 Categories:
1) The UCI C1 events are open to UCI Elite Men and Elite Women
categories.
2) A UCI or USAC International license is required to participate in the
Elite Men and Women categories.
3) No rider under the age of 17 may compete in a UCI category race (Elite
Men & Elite Women). Junior Men with a cyclocross racing age of 17 or
18 may not ride in the UCI Elite Men/U23 Men race.
4) Racing age: A rider’s racing age for all categories is determined by
his/her age on December 31, 2011

1.2.2 Registration:
1) Pre-registration is available through www.dbcevents.com. Online
registration closes 12pm EST Friday October 29, 2010
2) Day-of-race is available if your category has not sold out and closes
ONE HOUR before your start time.

1.3 Race Headquarters & Press Room:


Race Headquarters & Press Room will be located in parking lot behind the finish
line.

1.4 Anti-Doping:
All races are conducted under USA Cycling, UCI and USADA anti-doping
regulations. Riders must check to see if they are required to submit to doping
control. Doping Control will be at Flatiron Crossing Community Room.
1.5 First-Aid/EMT’s:
Located at Start/Finish area: Avista Medical Center is 1 mile away.

1.6 Number Placement:


Hip numbers are to be placed on your right side. Bicep numbers shall be worn on
the upper forearm/shoulder so they are visible frontally. Riders shall ensure their
numbers are visible and legible at all times. Numbers that are folded, altered, or
not well fixed will result in a fine according to USAC & UCI regulations.

1.7 Start Order & Staging Protocol:


UCI rule 5.1.043 – Elite/U23: The start order will be determined by the order of
latest published UCI cyclocross point classification from highest to lowest, as
posted on the UCI website www.uci.ch. Riders with 0 UCI points will be
determined and will receive a start/bib number by order of registration. The start
order will correspond with each rider’s start/bib number. They will be called up to
the line with this bib number.

1.8 Lapped Riders in UCI Events (UCI Rule 5.1.051):


All riders lapped before the final lap must leave the race the next time they cross
the finish line. The rider will be given a placing if he was lapped more than half
way through the race. A rider who is lapped on the final lap shall be stopped at the
beginning of the finishing straight line and shall be given a placing on the basis of
his position.

1.9 Pit and Bike Washing Area:


Bike wash will be available. Look for signs.

1.9.1. Pit Pass & Mechanic’s Protocol:


1) Mechanics passes will be issued at Registration/Packet Pick-up. Each rider has
a right to only one assistant per pit area; therefore, at most two passes will be
issued per rider. No other personnel will be allowed in the pit zone.
2) Elite riders will be assigned designated pit box areas for mechanics and where
bike changes will take place. Pit boxes will be assigned by random lot number.
We will try to assign riders on teams adjacent to one another. Bike changes may
only take place in the pit areas

1.10 Prizes

1.10.1. Awards Area:


Riders finishing in the top 3 shall report IMMEDIATELY to the podium
waiting area. Only riders and staff are allowed in the podium waiting area. NO
EXCEPTIONS. Mechanics must post bikes in the “winner’s rack” within 5
minutes of the finish.

1.10.2 Prize List and Points Scale:


The list below is for Elite Men and Women. See section 1.2.3 for other
categories. The rider’s contribution to the Council for the Fight Against Doping
(CFAD) of 2% is included in the Prize Money. It will be deducted from the PM
paid to the riders.

PART 2: Course
2.1 Length:
The course ~ 3.0K (1.9 miles) long. The Start/Finish area is pavement and ~100
meters long. The course will have a double pit.

2.2 Description:
2% Sand
18% Pavement
80% Grass

2.3 Warm-ups:
Course shall be not be open for warm ups.

NOTE: Warming up on the course while a race is in progress is strictly


prohibited.

3.1 Venue Map:

Located 1 mile away at Lakeshore Athletic Club. Show race number for access to
shower and locker facilities for the day.

PART 5: UCI RULES


CYCLO-CROSS EVENTS -General Rules

5.1.001 Participation

Except where provided otherwise for the masters category, the category which will be applied for entries to
races for the entire season is the category to which the rider will belong on 1 January of the following
calendar year.

Men under 23 years


(N) Except in the UCI world championships, UCI world cup events, when those include a separate men
under 23 event and, at the discretion of national federations, national championships, men under 23 can ride
the event for men elite, even if a separate event is being run for Under 23 riders.

Women
Women Juniors and women elite shall ride in the same events.

5.1.034
In double pit areas provision must be made for a water supply for cleaning of equipment. For single pit
areas the water supply must be in the immediate proximity such that mechanics do not have to cross the
course to access it.

If a water tank or connections for high pressure cleaning apparatus are provided, they must be made freely

5.1.035 Boxes
For class 1 events the pits must be at least 60 metres long and at least 12 boxes must be provided.
Only two accredited assistants per rider shall be allowed in the box of this rider.

5.1.038 Equipment changes

A rider may only take the pit lane to change his bicycle or a wheel.

In the event of warm weather conditions (above 20 °C) the commissaires’ panel may decide to allow
feeding in the pit lane. Under those conditions, feeding is not allowed during the first 2 and the last 2 laps.

5.1.039
Equipment changes must be carried out within the confines of the pit lane and at the same point.
[2nd paragraph abrogated on 1.09.05].

A rider who has passed the end of the pit area must continue to the following pit area for any bicy- cle or
wheel change. A rider who is still in the racing lane may enter the pit lane as long as he retraces his route in
the racing lane and enters the other lane at its start without obstructing other competitors.

5.1.040
Changes of wheel or bicycle between riders are forbidden.

5.1.041 Attendants

Each rider may be accompanied by a paramedical assistant and two mechanics.

The paramedical assistant and the mechanics must be provided by the organiser with a free accredi- tation,
which gives them access to the area reserved for them by virtue of their office.\

The accreditations must be distributed outside the circuit, in a clearly indicated place.

5.1.042 Starting order


The riders shall assemble in the call-up zone defined in article 5.1.019 at least 10 minutes before the start.

Riders must wait for the start with at least one foot on the ground, or be penalised by being sent back to the
last place in their start lane.

5.1.043
The start order of events is determined as follows:

A) UCI world championships and UCI world cup:


Men elite and women

1. As per the most recently published UCI cyclo-cross individual classification of the current season (or the
final classification of the previous season if no classification has yet been published for the current season);

2. Unclassified riders: by nations in rotation (*).

Men under 23 and men juniors


1. Thefirst16ridersofthemostrecentlypublishedUCIcyclo-cross world cup standings of the current season
(not applicable for the first UCI world cup round of the season);

2. As per the most recently published UCI cyclo-cross individual classification of the current season (or the
final classification of the previous season if no classification has yet been published for the current season);

3. Unclassified riders: by nations in rotation (*);

4. At UCI world cup events, the riders of the B team of the national federation of the organiser, permitted
under article 5.3.006 paragraph 3, shall take the last positions in the order confirmed by the national
federation during riders confirmation.

B) Continental championships:

Men Elite (outside Europe), women, men under 23 and men juniors

1. As per the most recently published UCI cyclo-cross individual classification of the current season;

2. Unclassified riders: by nations in rotation(*).

C) Other events:

Men Elite, women, men under 23 and men juniors

1. As per the most recently published UCI cyclo-cross individual classification of the current season (or the
final classification of the previous season if no classification has yet been published for the current season);

2. Unclassified riders: by drawing lots.

(*) For unclassified riders, the start order within the team must be confirmed by the national federations
during riders confirmation. Taking each nation in turn on the basis of the classification by nation of the
concerned category from the world championships of the previous season, a place shall be allocated to the
next rider in sequence.

Federations which do not appear in the classification by nation specified above shall, on the basis of the
same rotation system, take the last places, in an order determined by drawing lots.

5.1.046 Allocation of race numbers


The allocation of race numbers at UCI world championships and UCI world cup events shall be as fol-
lows:
-Race numbers in sequence from 1 upwards to the country of the world champion of the pre-
ceding season;
-Race number 1 shall only be allocated to the reigning world champion of the category con-
cerned;
-The other race numbers are issued to nations on the basis of their classification in the UCI world
championships of the preceding season;
-For nations not ranked or not having taken part in the UCI world championship the preceding
season, the allocation shall be by drawing lots by the commissaires' panel.

5.1.047 False start

Riders who cause a false start shall be pulled out of the race. In case of a false start, a new call up procedure
and gridding will be done. (text modified on 1.09.06).

5.1.050 Classification

All riders who cross the finish line after the winner shall have finished the race and will be given a placing
on the basis of their position.
A rider who retires must leave the course immediately and does not have the right to cross the finish line.
He shall be listed in the results as «DNF» («did not finish») and shall not be awarded any points for this

5.1.051
Lapped riders must complete the lap during which they were lapped and leave the event via an exit located
before the finishing straight or in the “80%” zone as described in article 5.1.052, if that rule applies. They
will be listed in the results in the order in which they are pulled out of the race plus number of laps which

5.1.052
The decision as to whether the 80% rule is to be applied will be made by the president of the commissaires'
panel after discussion with the organiser. Any rider whose time being 80% slower of that of the race
leader's first lap will be pulled out of the race. He shall leave the race at the end of his lap in the zone
provided for the purpose (the "80% zone") except when the leader is on his final lap. At UCI world
championships and UCI world cup events the 80% rule must be applied. (text modified on 1.07.10).
