Coal from Barges will be unloaded at regulated rate to a Conveyor (preferably Pipe Conveyor) situated at the local Jetty for conveying up to the specified terminal at Coal Handling Plant of the Power Plant followed by suitable discharging device. ‘Scope of Preparation of Feasibility Report (FR) / Detailed Project Report (DPR) for coal unloading at Jetty and conveying to the Coal Handling Plant of Sagardighi TPS. No facilities of any kind will be provided by WBPDCL. Prior to or after award of the work, the Consultant shall make his own arrangement for transport, conveyance or accommodation etc. during his visits to the Site or to Bidyut Unnayan Bhaban or to any other place. ‘Terms of Payments: Progress Payments will be made as follows . 10% (ten percent) advance against submission of equivalent amount of Bank Guarantee and unqualified acceptance of the LOA (letter of award). Balance 15% (fifteen percent) of the Contract Price will be released after approval of FR/DPR (six copies and one soft copy). Standard of FR/DPR_ The Feasibility Report/Detailed Project Report shal be strictly in compliance with the guidelines of environment authorities and local municipal and other applicable laws and safety conditions. ‘The Scope of Work The scope of work shall include the following: Feasibility Report / Detailed Project Report Inspection of site, collection of various data with respect to various infrastructure requirements and environmental aspects, assessment of local social and other conditions, route survey to assess land availability and suggest action required by WBPDCL. Recommend alternative schemes of regulated barge unloading systems. Study and recommend altemative methods of coal conveying system (preferably Pipe Conveyor) and en-route layout from Barge to Power Plant. Determination of op limitations of barge ete. um capacity of coal transportation considering , jetty configuration, equipment capacity limitation Recommendation of the best options for implementation, Utility and power requirements with probable source of such facilities. Salient features of Control and Instrumentation aspects including schemes. Design Philosophy and System Description. Detailed Plant layout, longitudinal section of conveyors and general arrangement of transfer tower and barge unloading arrangement. ‘Technical description of equipment and components.
