YOUR HRO WILL GUIDE YOUR
THROUGH THIS PROCESS.
• MANAGEMENT HAS THE RIGHT TO
SELECT FROM ANY OF THE
REMAINING LISTS.

EXTERNAL RECRUITMENT
(DELEGATED EXAMINING)
1. COMPENSABLY DISABLED VETERANS ARE AT THE TOP OF
THE LIST AND CANNOT BE PASSED OVER TO HIRE A NON-
VETERAN WITHOUT JUSTIFICATION & OPM APPROVAL.
2. RULE OF THREE MUST BE FOLLOWED. YOUR HRO WILL BE
ABLE TO ASSIST YOU WITH THIS AS YOU MAY BE MAKING
MULTIPLE SELECTIONS.
3. CURRENT STATUS CANDIDATES CAN APPLY EXTERNALLY,
BUT THEY WOULD HAVE TO SERVE A NEW PROBATIONARY
PERIOD.
4. TIME IN GRADE IS NOT AN ISSUE FOR EXTERNAL
CANDIDATES.

INTERNAL (MERIT PROMOTION )
1. THESE CANDIDATES ARE ALREADY EMPLOYED
BY THE GOVERNEMENT OR HAVE A HIRING
AUTHORITY (EXAMPLE: VRA/VEOA).
2. THESE CANDIDATES MUST MEET TIME-IN-GRADE
REQUIREMENTS (UNLESS THEY ARE NEW
HIRES).
3. MANAGEMENT/HRO/MAY HAVE RESTRICTED THE
AREA OF CONSIDERATION DOWN TO MARINE
CORP OR GEOGRAPHIC LOCATION.

NON-COMPETITIVE
1. THESE CANDIDATES HAVE BEEN SELECTED FOR
OR ALREADY HELD THE TARGET GRADE OF THE
POSITION BEING RECRUITED FOR OR HIGHER.
2. THESE CANDIDATES STILL HAVE TO MEET
QUALIFICATIONS AT THE GRADE LEVEL OF THE
POSITION BEING FILLED.
3. THIS GRADE DOES NOT HAVE TO HAVE BEEN IN
THE SAME SERIES OR CAREER FIELD AS THE
VACANCY BEING RECRUITED.

AFTER THESE OBJECTS HAVE CLEARED THE FINAL


OFFER CAN BE MADE
FOR NEW APPOINTMENTS, SALARY IS ALWAYS SET AT STEP 1.
HOWEVER, IF THE NEW POTENTIAL EMPLOYEE BALKS, UNDER
CERTAIN CRITERIA THE SALARY CAN BE NEGOTIATED – HOWEVER
THIS MUST BE DONE PRIOR TO THE ENTRANCE ON DUTY DATE!
UNDER PAY SETTING RULES , FOR CHANGES TO LOWER GRADE,
REASSIGNMENTS, OR PROMOTIONS, PAY SETTING RULES MUST BE
FOLLOWED.
