- Tend to do illegal activities

1). Victim
- Not alert, No sense of danger
- Improper dressing
- Easily make friends and get taken in by strangers

2). Criminal
- Know it unlawful/ immoral activity
- No self- discipline
- Bad destructive, bad thinking and behavior

3). Mass Media

- Too many reports giving details of rape cases
- Display sexy images, tarnish moral values
- Magazine, comics that include evil/ deviant thinking and behavior

4). Government
- Punish not serve and hard enough
- Lack of sex education
- Lack of effort in cultivating public moral standards
