INTRODUCTORY STATEMENT

The City of Brea in Orange County, California and the Brea War Memorial Advisory
Committee (W-MAC) announces a commission for a War Memorial to be located within
Brea’s Civic & Cultural Center. The Memorial will honor the heroism and dedication of past
and future citizens of Brea who have given their lives for America. The design of the
memorial will include individual acknowledgements to those Brea citizens Killed or Missing in
Action from wartime combat, in addition to a universal recognition of all Brea Veterans.

HISTORY OF THE PROJECT

The City of Brea is proud of its rich history and the role that our veterans have played in
protecting and preserving America's freedoms. The concept of a war memorial within
Brea’s Civic & Cultural Center has been discussed by Council members and residents since
2005. The Brea City Council officially approved the concept in 2006, pending funding for the
design and installation of the memorial. In 2010, funding for the memorial was secured
through a donation by La Floresta Development as part of their development agreement
with the City and the City reconvened the W-MAC committee and began working on what
will become an important Brea landmark. The role of Brea Veterans will be acknowledged as
part of the Brea War Memorial, as will the names, rank, war and branch of the military of
past and future fallen heroes.

SITE AND DESIGN OBJECTIVES


The site for this War Memorial will be located on City property within the footprint of the
Brea Civic & Cultural Center which will provide a high degree of visibility in the city. The Civic
Center is located centrally in the heart of Brea and includes an art gallery, library and theatre,
as well as multiple civic and administrative offices. The architecture of the Civic Center and
its central plaza, grassy lawns and grand entry offer multiple sites for an artist/designer to
choose from for the War Memorial. The design for the Memorial must be easily recognized
as a war memorial and pay tribute to those soldiers who have sacrificed their lives as well as
Brea’s Veterans. The Memorial must recognize war KIA and MIA through name, rank,
military branch and war served. The Memorial must also provide for a location within the
design for future names.

It is important that the Memorial be a contemplative work of art, architecture and/or


landscape and provide for a place for reflection. The Memorial’s connection to the Brea
community is all important and it must feel unique to the site and place. The Memorial must
be visible during the day and night, pedestrian friendly, appropriate for memorial services,
ADA compliant and vandal resistant to the extent feasible. Design and construction should
be “green” to conserve energy. Lastly, the Memorial should acknowledge the importance
of sacrifice, freedom and peace.

BUDGET
Implementation Budget: The total project cost is $300,000 is inclusive of all artists’ fees,
insurance, travel, fabrication, major site preparation and landscaping, installation, lighting,
signage and all other project related expenses. The City of Brea will cover the costs for City
engineering inspections, permits, utility connections and limited site preparation.

ELIGIBILITY
The City and the W-MAC hereby invites individual artists, architects, landscape architects and
design teams to submit their qualifications to create a distinctive and lasting work of art.
This commission is open to all artists and design professionals living and practicing in the
United States. The artist, architect, landscape architect or design team should submit a
Letter of Interest and Approach to Project. This letter should state interest, outline
approach to public art and design project, highlight relevant past experience on projects of
similar scope and budget and demonstrate sensitivity to this project. The Selection
Committee is looking for “why” the artist/designer/team is interested in creating a War
Memorial in Brea, experience with community engagement and why you should be selected
as a finalist.

Design professionals must be licensed in the State of California and the City of Brea reserves
the right to determine additional artist and design team eligibility requirements.

AWARD CRITERIA
• Letter of Interest and Approach to Project
• professional qualifications (resume)
• previous experience in the creation of a public art or memorial projects
• artist or team with a leader who has completed projects with budgets of a minimum
of $250,000
• excellence in artistic merit and originality as evidenced by submitted visual material
of past projects
• relevant past experience integrating public art into built architecture
• proven experience interfacing with community groups and organizations
• ability to meet project deadlines and perform work in a timely manner
• references and professional recognition
• ability to participate in the design, approval and implementation of the project as
required
• availability to participate in community engagement

The City of Brea reserves the right to consider other factors when evaluating the
Qualifications, when such consideration serves the goals and interests of the City.

SELECTION PROCESS
Artist Selection is a multi-phase process

Stage 1. From the submissions received through this national open-call RFQ, the W-
MAC will select a short list of 3 to 5 semi-finalist individuals or teams. No proposal for
artwork is required or expected during the Stage 1 selection process of this RFQ.

Evaluation of the submissions will be managed by the Art Consultant/Program


Manager (Fine Arts Services LLC). In their role as evaluation advisors, Fine Arts
Services, has no personal interest in the project and will act only as advisors to the
Committee and City of Brea.

Stage 2. Only semi-finalists will be able to participate in Stage 2.


The selected semi-finalists will undergo a second round by creating a funded Concept
Design Proposal that will include travel expenses. As part of the process, prior to
creating a concept design, each semi-finalist or team will travel to the City of Brea
for a site visit and meet with the W-MAC members, City Staff and the Consultant to
understand the opportunities and limitations within the site and to witness the local
environment and its residents.

As a part of the Stage 2 Proposal, each semi-finalist shall provide a detailed, all
inclusive estimated budget including costs associated with the fabrication and
installation of the work including engineering, lighting, landscaping and signage.

For the Stage 2 task, artist/design team is given a four (4) week time period to
adequately undertake the Concept Proposal and estimated costs. The proposals may
be publically displayed in the Civic Center’s City of Brea Art Gallery for community
viewing and response.

The semi-finalists will be required to present their proposals to the W-MAC and an
Evaluation Committee. Their recommendation of the finalist will be made to the City
Council. The City Council will award the Finalist and Contract Award.

Stage 3: Upon final approval of the selected artist/design team, the Finalist shall be
contracted with the City of Brea. As a part of the contract, the Finalist shall provide a
final budget which will include all costs including structural and electrical
engineering, plans and plan check for the Memorial. The Finalist will be contracted

for Design, Fabrication and Installation through the City of Brea and must meet
Brea’s construction requirements.

Stage 4: The artist/design team shall prepare and submit the plans for review and
approval by the City of Brea. Upon approval the artist/design team shall fabricate
and install the War Memorial. The Finalist is responsible to deliver the artwork
complete and fully installed.

Please note that while it is Brea’s intent to proceed with a subsequent award of a
selection and contract award phases, this solicitation does not obligate Brea to enter
into a contract with any of the participants and no obligation either expressed or
implied, exists on the part of Brea to pay any costs incurred in the preparation or
submission of a response to this solicitation. Furthermore, Brea expressly reserves
the right to cancel this or any portion of this procurement or to return to the original
group of artists who responded, if [in its sole discretion] the action is deemed to be in
the best interest of Brea.

APPLICATION REQUIREMENTS
DEADLINE: All RFQ submissions must be received in the office of Fine Arts Services by
January 31, 2011 no later than 5:00 p.m., Pacific Standard Time. Submissions received after
the established deadline will be returned and will not receive further consideration in the
evaluation process.

Submittals should include the following:

1) Professional Resume(s) no more than two pages (if a team, per member) –
Include public art and/or design experience with budget sizes of past projects
and contact information. Teams must submit one resume for each team
member.

2) One CD-R or DVD with up to 12 images of past relevant work with a


corresponding annotated image list. Collaborative teams may submit up to 12
pages. Each image must be unlocked and downloadable for viewing and PC
compatible. Label the files and CD/DVD with Artist/Designer name, phone
number and email address.

a. Digital images must be in PDF or JPEG file format. JPEG files


should be saved at 72 dpi for Windows 2007. Maximum pixel
dimensions are 1000 in width and height.
The size file must not exceed 10MB. Do not zip or stuff your files.

b. Each PDF or JPEG must be titled with artists/designers name and a


number that corresponds to the annotated image list.

c. If CD/DVD is not readable, or images are not labeled, application


will not be considered.

d. The annotated image list must include: artist’s/designer’s name,


materials, location, date of completion of project and explanation if

necessary. Include project budget and commissioning agency. In


the case of collaborative work, list partners and precisely describe
the nature of collaboration.

3) References: Names, addresses, phone and email of three professional


references, preferably from completed or current projects.

4) A brief one page typed narrative that indicates your interest in and
qualifications for the War Memorial project including:

1. Name, address, phone and email


2. Descriptions of any successfully completed projects of similar nature
3. Reason for interest in project
4. Approach and vision toward project
5. Your commitment and availability to meet the schedule

Please submit all proposals with one copy in letter size format and one CD-R or DVD. The
hard copy should not be bound, have no holes punched and be suitable for processing
through a copy machine. Do not assemble with spiral binding. No original artwork will be
accepted and no cost proposals are requested at this time. Submissions will not be
returned.
