Perambulatory clause

Recalling article 42 of the Un charter that obligates member nations to make troops
available for international peace and security

Operative clauses

1 Recommends that there should be formation of a SUNRDF comprising of 12000 to


15000 personals with its base in Belgium, the troops stationed in Belgium(as and
where the Belgian government is willing to station them), the infrastructure being
entirely sponsored by Belgium with the help of voluntary contributions from willing
member nations) that is a under the aegis of the DPKO and in turn the UNSC that is
ready to be deployed within 7 to 8 days after the SC has approved the deployment

2 Recommends the SC to change the Rules of Engagement as an arrangement


between the belligerents and as such including Head of Missions into the decision
making process As such more countries would be willing to send troops to SUNRDF
as there is higher guarantee of their safety

2 Regarding the manpower in the proposed force, it would include

2. 1) recruiting personnel from national defence frame work of contributing nations


after a procedure of selection conducted by a committee set up by the DPKO at the
initial stage

2. 2) on being selected the personnel would be asked to enter in to a contractual


agreement defined by the Terms and Conditions stated right at the time of
appointment, which would essentially include their accountability to the United
Nations in case of conflict of interests, and would establish their minimum term of
service to be not less than 2 years and maximum of 3 years ensuring the active
employment of interest and goodwill of participating personnel, after which they
should be reverted back to their national duties so as not to make the force
inefficient

2. 3) also under the terms and conditions, personnel shall be entitled to s


specified amount of compensation in case, during their term of service they are
subjected to unfortunate accidents

2. 4) and upon being recruited they shall be trained at the training centre at the
headquarters of the SUNDRF, the entire training procedure being organized and
conducted by 3 contributing countries, the committee being periodically changed
after a period of 3 years
3 Urges the DPKO to fund the mobilization and the deployment of the SUNDRF
forces in the areas of conflict and crisis, upon the request of the parties involved in
the crisis

4 In addition to military personnel it should have a civilian police, civil affairs


component , and human aid for the benefit of personnel which

liability or responsibility regarding their employment or conditions of service Since
the force is on deployment they are a citizen of their domestic nations and as such
in case of any misconduct will be tried by the ICC before deployment and in the
country they are deployed after deployment

6 Recommends the following methods for training standards, communication


problems, command and control aspects effective coordinated action-

1) The force is organized, equipped and trained as a single entity under the
aegis of the UN and so located as to be available for immediate deployment
in full or in part When authorized to do so by the security council

2) Transportation into the proposed mission area should desirably be provided


by those countries in the developed world that have the capabilities For
which purpose desired capacity should be earmarked and kept in stand-by
readiness

3) When members of the force are not deployed in the operations they should
be deputed to assist in the training of personnel and contingents of member
states

7 Recommends the deployment and employment of UN Standby Rapid Deployment


Force must be premised on the following conceptual parameters-

1) Ability to deploy into mission areas within 7 to 8 days of the security council
decision Which means the commander of the force and some of his staff
should be associated with the negotiation and decision making process In
many ways , practical military advice to the security council should be
forthcoming from these quarters in addition to inputs from the DPKO

2) Should transportation resources not forth coming from member states that
have the capacity, the UN secretariat may well be asked to charter private
resources sources on payment

3) This SUNRDF or part therefore must be replaced in mission area to which


deployed, by routinely constituted peacekeeping force put together from the
stand-by capability set apart by member states In no case should this
replacement take more than six months The elements of the force relieved
of their duties, then revert to rapid deployment status
4) A few key members of the force, military, civilian police, civil affairs and
humanitarian aid personnel, may well be temporarily be left behind for some
period of time to assist the regular PKF components in settling down to the
mission task

Annexure 1 SUNRDF- Standby United Nation Rapid Deployment Force as an


amendment to the Article 43 sub-clause 1 comprising of troops from member
nations pledged by them for the international security
