Dear Mr. President,

Gentle breeze with the bamboo nose flute music…

I humbly write this letter to call your attention on the extrajudicial killing case of
my husband-friend Jose Pepe Riveral Manegdeg III and the continued uncertainty of
our safety as we continue to seek the truth for peace and healing.

In November 28, 2005 Pepe was assassinated in San Esteban, Ilocos Sur. He
died of 22-gunshot wounds while I was expecting him to come meet me at the Ninoy
Aquino International Airport arriving from Hongkong.

The Commission on Human Rights Region I after investigation resolved there


was arbitrary deprivation of life. Investigation done by the Philippine National Police
identified AFP Captain Joel Castro as the assassin. Sadly, the eyewitness recanted his
earlier statements and the case is yet to see trial. The National Bureau of Investigation
was also tasked.

My children and I continue to await closure and answers to our question: “Who
killed Papa… and Why?” Yet, as we embrace our loss and sorrow, we also continue
to journey with the power of love, of life, of truth for peace and healing.

More than I could say, I am also ever grateful for all the concerted and diverse
efforts to bring light to restore integrity and dignity in our civil government with your
leadership.
