press re on the government in Kharto m is critical.

The U.~. and international comm nity m st press re the Government of ~ dan to prioritize h man rights and
good governance, as well as ens re nimpeded access for peacekeepers and h manitarian workers. A r sh to
reward Kharto m will not help resolve the challenges affecting ~ danese civilians, especially those in Darf r. We
rge that the Obama Administration not lift sanctions or s pport m ltilateral debt relief ntil the ~ danese
government:

Ô Makes concrete progress towards resolving the sit ation in Darf r by implementing a peace
agreement that addresses the f ndamental grievances of the Darf ri people;
Ô F lly implements the 2005 Comprehensive Peace Agreement;
Ô Resolves post-referend m iss es s ch as the stat s of Abyei, delineation of the borders, as well
as disagreements over citizenship, oil reven e, and c rrency.
