It has come to the Board’s attention that, in this proceeding, some parties who have been serving
you documents other than by Efile notification have encountered resistance in this regard.

The Board wishes to remind you of all parties’ right to fully participate in this proceeding in a
manner that is respectful of all. To ensure procedural fairness and your ability to fully
participate in this process, the Board will require parties to serve you with an Efile Notification
by e-mail of any documents filed with the Board. Where parties do not have the technical
equipment to serve you with an Efile Notification by e-mail, the Board will serve you with an
Efile Notification on behalf of those parties. We ask that you consider this advance notice of the
Board’s decision. Subsequently, the Board will notify all parties.

In no way will this slight change in the Board’s procedure impede you from receiving documents
you are entitled to receive as an intervenor in this proceeding.
