capacity transit (aka C-Tran projects) or the Columbia River Crossing Project since
January 2008. Originally, we stated that the City of Washougal recently passed 2 (two)
Resolutions on the C-Tran project, however, this is incorrect. During the meeting held
on April 4, 2011, only Resolution 1026 passed, the other proposed resolution did not
pass and was inadvertently signed by the Mayor and myself after the meeting.

A Resolution Concerning C-TRAN Levy Elections
WHEREAS, The interest of the Cities of Washougal, and Camas, are represented on the C-Tran Board
of Directors by a single individual; and
WHEREAS, The planning horizons of C-Tran are measured in years, and even decades; Board
Members must be well versed in details of operations and budget, the long-term plans, the
requirements and capabilities of the existing and planned system, and how those pieces fit together in
a regional transportation plan that includes not only Southwest Washington, but also Oregon; and
WHEREAS, The C-Tran Board, and staff, must have special knowledge of the Laws and Regulations
governing C-Tran. (The extraordinarily detailed technical requirements of RCW 81.104 are but a
single example;) and
WHEREAS, these information and knowledge needs, contribute to a substantial learning curve, and
make it improbable that anyone, could make careful and prudent decisions based upon only a few
minutes, or even a few hours of investigation and consideration; and
WHEREAS, Our representative, Camas City Council Member Linda Dietzman has spent the requisite
time and effort to become a knowledgeable and well0informed Board Member.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL FOR THE CITY OF WASHOUGAL,
WASHINGTON as follows:
We believe that interests of Washougal are best served by the experienced and prudent representation
of Camas City Council Member Linda Dietzman. We therefore will depend to our Representative’s
expertise, in the issue of for what-, whether-, and when-, C-Tran will seek voter approval for sales tax
levies.

A Resolution Concerning the City’s Position on a Prospective C-TRAN High Capacity Transit Taxing
Sub-district
WHEREAS, The C-TRAN board might soon consider the question of creating a High Capacity Transit
Taxing Sub-district; and
WHEREAS, This proposed sub-district would restrict the right to vote on the formation of the High
Capacity Transit Taxing Sub-district to only those voters residing within its proposed boundaries; and
WHEREAS, The proposed sub-district services could be subsidized by the entire C-TRAN district,
including all those not residing in the sub-district; and
WHEREAS, Voters living in the greater C-TRAN district but not within in the sub-district could pay
towards high capacity transit without the benefit of voting on its establishment; and
WHEREAS, Many residents of Washougal commute daily over the 5 bridge and are affected
directly by the establishment of a High Capacity Transit Taxing Sub-district that affects their
commute on the I-5 bridge; and
WHEREAS, The establishment of a High Capacity Transit Taxing Sub-district would deprive the
citizens of the City of Washougal a vote in its formation while experiencing the consequences of its
creation:
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL FOR THE CITY OF WASHOUGAL,

That the City of Washougal opposes the formation of a High Capacity Transit Taxing Sub-district
within C-TRAN’s jurisdiction.
