1. Using any country of your choice, outline four factors that influence the choice of

policy makers in policy-making. Buttress your answer with concrete examples of

public policies that have been formulated and implemented in that country.

2. With the aid of relevant examples, discuss three formal actors and three informal

actors and their roles in policy-making.

3. There have been debates recently in Botswana about the introduction of a 30% levy

on alcohol beverages. Using cost-benefit analysis, discuss the views and arguments

presented by all the concerned stakeholders (i.e. government, entrepreneurs and

Kgalagadi Breweries) with respect to the levy.

4. In 1975, the Government of Botswana introduced the Tribal Grazing Land Policy for

improving range productivity and conservation. To what extent did the policy makers

use the rational comprehensive model when formulating and implementing the

policy? What advice would you give to the policy makers using this model?
