neighborhood amenities
• Flood/Dam Control
• Lake/Beach/Playground Maintenance
• Multiple but Limited Purposes (less authority than a
homeowner’s assoc.) The CD will be subject to
Indiana’s Open Door Laws and the Access to Public
Records statute.
• Liability – if someone wants to sue, it is like suing the
government
Why Form a Conservancy District?
• Funding availability (grants) to finance major
projects like silt removal, dam repairs, etc.
• Residents control the neighborhood/
limit access to beach & playground to
property owners
• Election of 5 or 7 board members (4 year term)
• A well maintained lake/amenities preserves
