Terms of Reference

of
Financial Management Expert

1. Background

The Assessment and Strengthening Program (ASP) for Civil Society Organizations
(CSOs) and Government of Pakistan (GoP) is a United States Agency for International
Development (USAID) funded initiative, aiming at effective capacity enhancement of
civil society, the private sector and GoP. This program is based on building the capacities
of USAID’s local implementing partners and host government institutions, many of
which are faced with institutional capacity issues. The ASP Program adopts an approach
to effectively address the institutional and absorptive capacity weaknesses in
organizations of the government, civil society and for-profit sector. As a broader
objective, the Program will attain the broader goal of utilizing foreign aid effectively.

2. An Outline of the Tasks to be carried out:

The expert will work in conjunction with the Director Capacity Building to undertake the
following major tasks. Based on the specific nature of projects/assignments that ASP
undertakes, the consultant may be required to work on reduced or additional tasks.

Assess financial management systems and process of public sector organizations;


Build capacity of stakeholders on financial management aspects of program
execution;
Align PMUs and programs with PEFRA rules;
Develop manuals and prepare SOPs on financial management;
Develop, organize and carryout customize training program on financial
management;
Define financial management framework for donor funded programs;
Assist Management in monitoring the financial aspect of Program Activities.
Advise on financial management systems and practices of government organizations.

3. Qualifications and experiences of the Consultant:


Qualification:

Essential: ACA/FCA/ an advanced degree in economics, accounting or public finance;

Experiences:
- Minimum 15 years of working experience
- knowledge of GoP’s financial management systems;
- experience of working in the public sector financial management.
