Attached are the beneficiaries’ identification forms for Cash Support from four Provinces, stamped
and verified by the Directorate of Youth including the Social Worker of YHDO. Among the four
Provinces, the forms of Nangarhar & Herat have been verified by members of UNFPA while the
forms of Kandahar and Balkh are only verified by DOY & Social workers.
 
Further, we completed the identification and verification process of beneficiaries for Cash Support in
the pilot phase, but haven’t distributed the Cash yet, and are waiting for UNFPA instruction either to
proceed with Cash distribution or suspend it for the time being.
 
We would also like to let you know the Project Manager would carry all the communication on
project-related issues both at the central and Provincial levels with UNFPA in the future.

Project results are the changes or effects expected to take place after implementing the project.
The results are generally positive improvements to the lives of the beneficiaries.

Results are divided into three types:

1. Outputs
2. Outcomes
3. Impact

Outputs are immediate results achieved soon after the completion an activity. For example, in a
project training locals on human rights, the output might be “20 community workers trained in
basic human rights concepts.”

The outcomes are the results achieved after a period of time. These are the short-term effects of
the immediate outputs. If after some time a change occurs because of the project activity, it can
be called an outcome. Continuing the above example, the outcome might be: “the participants
used their training to inform other community members about their human rights.”
The impact is the long-term result that came about because of the activities undertaken in the
project. For the above example, the impact of the project might be that one year later, the whole
community is aware of human rights issues and in the next election the community largely voted
against a leader with a history of human rights violations.

Job Description:
The Associate Programme Officer may be based in HQ, field/regional bureau,
typically reporting to and be guided by the Program officer and may supervise a
small team of local staff. He/she may refer to UNHCR's Programme Manual (Chapter
IV), UNHCR's corporate and regional strategic priorities, operation plans and other
relevant institutional rules and regulations for further guidance.

The Associate Programme Officer will provide programmatic guidance and support
with regard to the implementation of protection and solutions strategies within
available resources. S/he will coordinate with the other sections/units to ensure
harmonized programmatic approaches at all levels and throughout the UNHCR
Operations Management Cycle. The incumbent will work in line with the overall
UNHCR directions which crucially require working with partners, including with
persons of concern, governmental institutions and the private sector, ensuring that
programme management is approached as per UNHCR¿s Strategic Directions, Global
Strategic Priorities (GSPs), Global Compact for Refugees (GCR), and corporate
positions on SDGs.
The incumbent is expected to work in line with the multi-functional team (MFT)
approach as defined within the Program Manual, ensuring the participation of
relevant stakeholders in all phases of the Program Management Cycle.

Duties
- Support in assessing and analysing the needs of persons of concern in a
participatory manner, using an Age, Gender and Diversity (AGD) perspective as basis
for planning.
- Provide support on programmatic aspects of developing multi-year protection and
solutions strategies and annual plans with corresponding priorities taking into
account corporate priorities.
- Support Results Based Management and programme capacity in light of evolving
requirements, programming approaches and gaps.
- Assist the planning process in compliance with planning parameters outlined in the
Programme Manual and the planning instructions.
- Support the revision and analysis of plans, mid-year and year-end reports of
UNHCR office(s) in the Area of Responsibility AoR), ensure quality assurance and
compliance with established policies, guidelines, procedures and standards.
- Assist in the provision of overall direction to broaden partnerships with key
stakeholders in order to maximize the protection and solutions response for persons
of concern.
- Provide support to ensure a consistent application of the framework for
implementing with partners, including the effective implementation of the policy on
selection and retention of partners, management of partnership agreements, risk-
based project performance monitoring, and risk-based project audits, among others.
- Contribute to ensure consistent and coherent monitoring approaches, tools and
systems across the region, in line with global standards and polices.
- Actively contribute to UNHCRs programming of community of practice and
continuously contribute to improvements of programming tools and processes.
- Oversee a timely and effective follow-up of internal and external audits
observations and recommendations that relate to programmatic issues.
- Perform other related duties as required.

Demonstrated experience in coordination within an inter-agency context and other
actors, in a refugee or humanitarian context. Sound experience in program

Job Description:
Within the adopted Inter-Agency Standing Committee (IASC) framework, UNHCR has
assumed lead and co-lead responsibilities of three out of 11 clusters to strengthen
system-wide preparedness and technical capacity to respond to humanitarian
emergencies ¿ namely for Camp Coordination and Camp Management, Shelter and
Protection.
The Global CCCM Cluster, co-led by UNHCR (for conflict) and IOM (for natural
disasters) at the global level, brings together UN agencies, NGOs and international
organizations working on themes related to the management and coordination of
camps and camp-like settings (including formal camps, informal settlements,
evacuation/reception/transit centers, collective centers and other communal settings)
in humanitarian response.
The work of the Global CCCM Cluster covers three broad areas: i) operational
support (including rapid response in emergencies; multi-sectorial assessments,
analysis and strategy development; programme design and delivery; information
management; adherence to the Humanitarian Programme Cycle; innovation in
humanitarian response; inter-agency collaboration); ii) providing a global platform
for advocacy; and iii) developing global policy, practices, guidance and tools in
relation to management and coordination of displacement in camps/sites.
The Assistant CCCM Cluster Coordination Officer usually reports to a more senior
CCCM or Protection colleague depending on the office structure.
The incumbent will be in regular contact with services providers (shelter, wash,
protection, health, nutrition, GBV, child protection) local authorities (Camp
management, Camp administration), IDPs and donors.

Duties
- Assist the supervisor in ensuring that UNHCR delivers on its commitments and
accountability as co-lead of the Global CCCM Cluster, which in turn is able to support
preparedness and provides the technical capabilities needed for timely, effective and
well-coordinated interagency humanitarian response to needs of management and
coordination in camp and camp-like settings.
- Provide advice for decision-making and operational responses relevant for CCCM at
country-level and throughout the life-cycle of a crisis, ensure they are tailored to the
country/regional context (such as guidelines, protection considerations).
- Ensure staff and partners at country level are able to access guidance as well as the
necessary tools, resources and support to recognize and respond effectively to the
protection needs/risks of crisis-affected populations in the context of communal
(camp and camp-like) settings throughout the cycle of a crisis.
- If requested, represent UNHCR in inter-agency cluster processes, establish and
maintain appropriate contacts with other UN agencies, NGOs and other actors so as
to foster effective mechanisms to facilitate collaboration and exchange of
information on IDP situations.
- Partner with other humanitarian actors to contribute to the planning and evaluation
of IDP cluster approaches to Camp Coordination and Management, ensuring that
latest lessons learnt and best practices are widely disseminated for replication.
- Monitor the living conditions of people of concern (PoC), define gaps and prioritize
needs.
- Maintain effective collaboration and communication with PoC, partners and key
stakeholders, in line with the Global CCCM Cluster strategic framework.
- Ensure clarification of roles and responsibilities amongst stakeholders in the site, for
maintenance of site infrastructures with a focus on sustainability and
community/local government ownership.
- Support maintaining site information management systems and monitor service
provision including cross-cutting services such as prevention and response to sexual
and gender-based violence (SGBV), health, psychosocial support and HIV among
others in all sectors according to agreed guidelines, standards and indicators.
- Work with NGO and government partners to promote the use of a community-
based approach to camp coordination and management and age, gender and
diversity analysis in planning, evaluation and monitoring to ensure respect for the
rights of all and gender equality.
- Represent UNHCR within interagency coordination bodies and at meetings on
issues related to the displacement management in and out of camps and camp-like
settings.
- Support camp management agencies and local authorities as they facilitate the
search for durable solutions for the displaced population.
- Perform other related duties as required.
