TECHNICAL COORDINATOR- CLIMATE CHANGE AND DISASTER MANAGEMENT
PROGRAMMES TEAM

OUR TEAM
The technical coordinator sits in the Programmes team, managed by the Resilience and Climate justice thematic
lead. The team is responsible for the proper implementation of projects by partners, incorporating policy influence and
feminist principles, and contributing to portfolio development
JOB PURPOSE
To provide technical and managerial oversight to the EU co-funded Enhancing CSOs role in climate resilient policy and
practices (EUCSO) in province 2 project being implemented in Saptari and Rautahat districts and resilience and climate
justice related works of OXFAM in Nepal. As a technical co-ordinator, the person will be overall responsible for project
management including planning, budgeting, implementation support to partners, monitoring, evaluation and reporting of
project activities. This position is also responsible for coordination and building good relations with stakeholders of the
project and enhancing technical and managerial capacities of the partner NGOs for climate change and disaster
management.

Hours of work:
37.5 hours per week. This is a full-time role; however, Oxfam offers
various flexible arrangements which candidates can discuss with the Recruiting
Manager at interview stage
This role reports to: Thematic Leader -Resilience and Climate Justice
Staff reporting to this post: None, but should work closely with partners’ staff

KEY RESPONSIBILITIES
Partner Orientation, Support and Oversight (25%)
• Prepare Project Grant Agreements (PGAs) between OXFAM and partners of the project.
• Develop detail implementation plan and budgets with partners and technical support to the partners in
developing, planning, and implementing project activities according to the PGA.
• Facilitate Partners’ project activity management, annual planning, and monitoring progress and impact of the
project following Oxfam’s and donors’ standards and accountability requirements.
• Ensure that the partners are conducting appropriate and timely implementation of field activities.
• Verify partner implementation of activities and course correct where issues arise.
• Verify compliance in expenditure of partners.
• Ensure timely disbursement of Partners’ grants/instalments.

• Facilitate partner assessments and compliance checks.
• Provide orientation to partners on safeguarding policy of OXFAM, feminist leadership and ensure partners
have maintained the safeguarding as per OXFAM’s policy.

Monitoring support to partners (30%)


• Contributes to the design of project MEAL framework and plan;
• Ensure partners update the MIS on a regular basis and verify the accuracy of the information provided’
• Ensure quality of all field data collection exercises, data management, and analysis;
• Ensure partners and project has complain and feedback mechanism in place, participation of target groups in
project design and implementation and transparency of project activities and budget to the beneficiaries and
other stakeholders;
• Support partners in learning lessons from practice and documenting experiences through review and reflection
workshops;
• Support partners and collect success stories in collaboration with the media and communication officer and
MEAL people;
• Update OPAL budget and milestone regularly to meet the OXFAM’s standard of OPAL.

Technical lead (35%)


• Take lead in disaster management related work within Oxfam in Nepal
• Strengthen capacity within Oxfam in Nepal and for partners for smooth operation of work related to disaster
management.
• Coordinate and collaborate with government, different clusters and relevant stakeholders for better synergy
and results in disaster management work of Oxfam in Nepal
• Provide technical and strategic frameworks to partners related to the climate resilient policy and practices
and DRR to support quality implementation;
• Facilitate in developing training packages, support the delivery of training;
• Ensures the quality of service provision and provide technical support to partners where necessary
• Support partners to establish relationships between communities, municipalities and provincial governments
and service providers to ensure sustainability of the project.
• Portray feminist principles in behaviours and interactions and support partners to embrace these principles
• Facilitate capacity development of partners through capacity assessment, capacity building plans, transferring
knowledge and risk assessment of the project;

Project planning, budgeting and reporting (10%)


• Draft quality project narrative report regularly and support grant management, media and communication officer,
project managers to complete the report for donor submission;
• Draft quality and accurate reports with qualitative and quantitative MEAL findings that meet Oxfam and donor
requirements;
• Analyse partner data, project progress and provide recommendations to partners to improve the reporting of
the project;
• Support partners to solve problem of budget and activities during project implementation;
• Enter project information in OPAL and CRIMSON on time and to meet donor requirements;
• Contribute to the implementation of baseline surveys, mid-term evaluation, end-line evaluation and other
surveys as required;
• Draft agreements/TORs/guidelines, MOUs for Partners and consultants when required;
• Prepare and maintain project implementation plan (PIP) and develop the capacity of the project team to use it
• Coordinate with INGOs, local NGOs, governments to leverage resources and knowledge necessary for project;
• Analyse project financial status and recommendations;
• Support donor and SWC visits, evaluation, studies, field visits, etc.

• Provide individual support to other project members upon need and request
• Promote and maintain effective communication with team and external stakeholders
• Coordinate with local, district and national level stakeholders as and when needed

SKILLS, EXPERIENCE AND KNOWLEDGE

Essential
• At least Bachelor’s Degree in engineering/ forestry/agriculture/environment sciences or social science with work
experience of climate change and disaster risk reduction (DRR) in Nepal.
• Hands on project management experience with at least 5 years’ experience (3 years’ experience for master’s
or above) in project and partnership management and budget planning and oversight, online MIS, and use of excel
• Technical knowledge/experience in climate change and DRRR sector
• Knowledge on gender, feminist, and rights-based programming
• Proven track record in achieving objectives.

• Strong connecting, networking, and linking with different stakeholders
• Training, facilitation, coaching skills to build capacity of team and other stakeholders
• Facilitate interaction between different development practitioners of various levels with strong social skills, managing
processes between colleagues, partners, donor, government, and communities.
• Fluency in written and verbal English and Nepali.

• An understanding of socio-economic, political, and ecological conditions of the province 2 and Terai region of Nepal.
