OUR TEAM
The role lies in Finance team in Oxfam Pakistan. The team is composed of Finance manager,
Finance Coordinators, Finance Officers and Finance Assistant. Purpose of the Finance team is to
manage and co-ordinate the effective and efficient implementation of financial services in the
Pakistan program.

JOB PURPOSE
Efficient partners’ financial management and Capacity building through induction sessions, trainings,
technical assistance to staff at partner level with responsibilities to support in compliance of Oxfam
policies and procedures, Donor Guidelines, capacity building of finance and program teams on
financial monitoring and risk management related to partners’ financial management. To advise the
program on ‘best practice’ in all finance areas and be part of a team than can respond innovatively
and effectively to the support needs of the program team and partners.

KEY RESPONSIBILITIES
Technical

 Provide support in preparation of quality donor reports and submission to the respective donors as per
OXFAM protocols and donor guidelines.
 Responsible for the creation and execution of financial monitoring plans for the Implementing Partners,
provide support in Developing action plans on improvements required / capacity building needs and
regular follow up on that.
 Follow-ups on queries and observations of financial monitoring of Partners.
 Provide support to conduct inductions and capacity building sessions/ trainings for Oxfam and partners
finance staff on OXFAM’s/donors finance systems, policies and procedures, donor financial
requirements and expectations on financial matters during the partnership.
 Participation in the relevant project meetings (design, inception, inductions etc.) and understanding of
projects detailed work plans budgeted activities
 Support to participate in due diligence process for all the new organizations /existing partners annually or
as required.

 Support the relevant programme / project focal person in the budget preparation and re-appropriations,
exchange gain/loss calculations and ensure correct budget allocation in system (OPAL) and support
program teams in updating the phasing regularly.
 Assist in updating of project Forecast for General Ledger, partner’s grant payments and endorsement
check.
 Support to prepare the term of reference for Audits as required. Support in preparation and successful
conclusion of internal and external auditing activities for the respective projects in the thematic pillar and
donor audit reporting.
 Support/ participate in Management Letter Responses of Project audits, coordination with partner and
support Finance coordinator for finalization of Audit.
 Provide support in evaluation of the adequacy of controls and existing processes and procedures in
Partner’s financial systems and makes recommendations as appropriate and necessary or as requested
by Finance Coordinator.
 To support Finance coordinator to ensure contracts and projects are properly closed as per OXFAM
guidelines for all assigned/thematic pillar contracts.
 Represent in consultancy services / procurement meetings as procurement committee member as and
when required.
 Keep up to date record of current partners, financial monitoring visits performed and ensure reports are
properly closed after discussions and debrief to partner’s management.
 Support to check in OPAL about monthly top-up requests received from program teams for projects and
guide them for budget phasing updation in system.
 Support in effective, timely and accurate functioning and monitoring of the complete People Soft financial
systems (GL), including maintaining the completeness and integrity of data within the system, generating
necessary reports and authorising monthly data compilation in the system.
 Ensures the completeness, accuracy and timeliness of all financial reports received from partners.
 Assist Finance coordinator to reviews the balance sheet accounts for accruals booked for grant
payments and timely submission of the complete documents to release the payment
 Provide support to ensures the partnership part of year-end pack is in accordance with Oxfam guidelines.
 Assist Finance coordinator in analysis of monthly BvA reports and support the program teams for their
understanding and action on re-phasing in system with detailed reasoning of variation in spending.
 Assist in entering and updation of Forecasting of projects in the system when required.
 Support to provide relevant and timely financial information to project managers relating to the Projects.
 Ensure correct charging or recharging of expenses to facilitate preparation of financial reports to Donors
according to set deadlines.
 Support finance coordinator in coaching and training on Oxfam finance systems to finance officers and
assistants.
 Uphold principles of Oxfam's gender and diversity principles in the workplace.
 To undertake other duties as assigned by the Line Manager.

SKILLS, EXPERIENCE AND KNOWLEDGE

Essential
 Finance. Demonstrable experience in finance work with Finance qualifications such as CA/CMA
(min part qualified two years), MBA Finance or other discipline.
 IT skills. Good knowledge and working experience in MS office is required.
 Communications proven oral and written communication skills (in English) in order to
communicate effectively internally (ability to provide job guidance, develop training materials and
guidelines and document procedures) and externally with Institutional donors on the financial
elements of donor proposals and reports.
 Training/ coaching skills some experience of analysing training / coaching needs and
delivering at an individual and group level
 Team working Experience in supporting and advising teams from a distance and across a
number of locations. Ability and sensitivity of working with diverse teams across different
languages, cultures and locations and relationship building skills necessary to work
collaboratively with others, and provide guidance on financial management issues.
 Data analysis Demonstration of ability to asses, analyse and report on complex data.
 Organisation to work effectively. Ability to work on own initiative, manage workload and
competing demands without close supervision, drive to achieve results
 Commitment to the aims of Oxfam and the parameters of its program implementation, in
particular the gender and diversity policies
 IT skills A high level of information management and IT skills particularly in Excel, also some
accounts packages, word, emails.

Desirable
 Experience of working in INGO will be preferred.
