OUR TEAM
Humanitarian, climate change and resilience programme team currently implementing different
projects across Pakistan. The programme aims to enhance resilience of the communities in rural
and urban settings. This role works with the programme team to support the Urban resilience project
implementation, partnership management, and internal and external coordination with key
stakeholders. The post holder will ensure that, where relevant, each of the Community led Projects
has a well-defined economic and structural model to ensure that it sustains beyond the life of the
overall project.

JOB PURPOSE
As an Engineer working with Oxfam in Pakistan, the purpose of this role is to ensure sound delivery
of technical services for the project funded by Asian Development Bank. The role will be part of the
Humanitarian, climate change and resilience team in Islamabad with frequent field visits across
Pakistan. The role will be leading the community led project infrastructure schemes designing and
implementation in the urban settings. You will tackle challenging, unique situations every day and
work with other functions and employees within Oxfam as well as with our partners and communities.
You will work in a programme as a technical subject matter expert and advocate to fellow team
members on making reliable technical decisions around climate change and resilience infrastructure.
The role required strong technical and influencing skills, experience in designing and implementing
community led projects for the enhanced climate change resilience of communities.

KEY RESPONSIBILITIES
Technical

 Promote the vision, mission, and strategic goals of Oxfam and the Pakistan Programme.
 Using a rights-based approach to work, take lead in providing technical support particularly in
the identification of community led projects, including detailed costing, design, and resourcing
needs.
 Ensure project implementation are according to the agreed plans with partners and Asian
Development Bank guidelines and compliance.
 To take lead and carry out assessments, selection, design and construction, of appropriate
community level infrastructure schemes in consultation with beneficiaries and relevant
government officials, ensuring its compliance to Oxfam and Asian Development Bank standards.
 Prepare contracts and supervise contractors (including consultants, masons, carpenters,
plumbers, haulers, and helpers) as necessary in the community led Projects.
 Work with project Manager and provide inputs to the feasibility study/review of Community led
Project in each target city of the project.
 To take lead in formulation of a supporting sustainability plan for each approved community-led
infrastructure project to ensure that it has effective linkages with existing institutional
mechanisms and has a robust institutional linkage, governance, and business model.

 To take lead and work with the monitoring and evaluation team to design and implementation of
a monitoring and evaluation system for community-led infrastructure projects.
 Support the team to ensure programme learning and innovation are documented and shared at
appropriate national, regional and international level related to the community led climate
resilience infrastructure.
 To take lead and support the Oxfam in Pakistan programme team in the monitoring and
evaluation of the engineering/infrastructure component of the projects.
 To take lead in designing and implementing the urban resilience training programme for local
government officials and community stakeholders particularly on the community led
infrastructure schemes.
 Provide inputs to Oxfam’s policy and practice website, Asia Resilience Hub, guidebook on
community resilience planning, toolkit on Community Led Project, and other learning platforms
at the local, national and regional levels.
 Required to conduct regular monitoring visits to project areas including capacity building and
support to the partner.
 To take lead in designing and implementing the Procurement Work Packages for the proposed
Community led projects.
 Develop work plans that are aligned with the approved project strategy
 Ensure compliance with Oxfam monitoring, evaluation, accountability and learning expectations
and approach; develop initiatives for continuous learning, pilots and innovation.
 To take lead and work with the consultant to prepare procurement work packages for the project
including the Bill of Material (BOM)/ Bill of Quantities (BOQ)
 To work with the feasibility consultant and ensure procurement strategy/plan is in place along
with the construction phasing and quality inspection and monitoring plan.
 To take lead and develop proposed bid evaluation and selection criteria for the community led
projects.
 Pilot new approaches and models promoting climate resilience infrastructure at the community
level.
 To provide mentorship and build capacity of the team in specific areas (climate change and
resilience) under the programme pillar.
 Decision-making requires during the implementation of community led projects based on
technical and management experience, generally actively supported within line management or
the programme team.
 Support manager according to the Oxfam and donor’s compliance and also facilitate to conduct
internal/external donors funded projects audits.

Leadership

 To take lead and ensure the production of the technical assessments, Rapid Environment
Assessment (REA) and procurement work packages. for community led Projects.
 To take lead in providing technical support to the consultant during the feasibility study and also
work with vendors and contractors to implement the community led infrastructure projects.
 To take lead in formulation of sustainability strategy for community led projects in close
coordination with the project manager.
 To take lead in designing and implementation of capacity building plans on technical trainings
which includes but limited to community led climate resilience infrastructure.
 Take lead in coordination and building relation with the government institution, private sector and
community stakeholder group for approval of Bill of Material (BOM)/ Bill of Quantities (BOQ).
 To take lead in conducting capacity needs assessments at the partner and community level and
ensure their capacity development plans are available and implemented.

Management

 To develop and ensure that partner project workplans are developed and implemented according
to the overall donor agreed workplan.
 To coordinate with partners, government, private sectors and community stakeholder group on
day to day basis for the implementation of the community led Projects.
 To manage vendors and consultants’ agreements for the implementation of community led
projects at the city level.
 Work with the project manager and manage the feasibility Study along with associated due
diligence compliance documents, Rapid Environmental Assessment Report (REA) and Detailed
Engineering Design (DED) of the proposed community led project.
 Coordinate and manage relation with the local city and/or provincial engineers in preparing civil,
architectural, structural, mechanical, electrical calculations and drawings of the project.

SKILLS, EXPERIENCE AND KNOWLEDGE


Oxfam is looking for a dynamic, creative and result-oriented person with
ESSENTIAL:

 Education preferably in civil engineering/environmental engineering


 At least 5 years’ experience in supervising community level infrastructure projects
 Strong knowledge of poverty and development climate change and resilience.
 Experience of managing Budgets at community level projects and partners.
 Monitoring and Evaluation experience.
 Ability to deal with uncertain situations/scenarios, work in collaborative manner not only with
Islamabad based team but also with Oxfam affiliates, partners and government institutions.
 Strategic thinker with analytical skills; with strong influencing and networking skills;
 Strong reporting writing skills particularly donor’s reports.
 Experience in facilitating (capacity building) project implementation/technical work of local NGOs
and other civil society organisations;
 Representing Oxfam at different national and international forums.
 Good communication and organisational skills;
 Ability to travel extensively within security protocol;
 Fluency in written and spoken English and Urdu. Knowledge of any regional language will be an
added advantage.

 Experience of implementing ADB funded projects
